تعتبر التركيبة السكانية فى مصر أغلبها من الشباب، ولاتوجد أداة أو منهجية تقيس تنمية وتمكين الشباب فى المجتمع المصرى باعتبار التمكين مفهوم متعدد الأبعاد يحتاج لمنهجية كمية تقيس تلك الأبعاد وترتبها وفق منطق / أو نسق منهجى، وهدفت تهدف الد ا رسة الحالية الى القاء الضوء على ال وضع الحالى لتنمية وتمكين الشباب فى مصر من خلال إج ا رء مقارنة بين قيم دليل تنمية وتمكين الشباب على المستوى القومى والدولى. وتم تبنى منهجية مجموعة دول الكومنولث وتطبيقها على بيانات مسح النشء والشباب 2014 وتم استخدام اسلوب التحليل العاملى لبناء دليل تنمية وتمكين الشباب. وأكدت النتائج أنه توجد فروق واضحة فى قيم الدليل سواء على مستوى قيمة كل بعد على حده، أو على مستوى القيمة الاجمالية للدليل، وبينت نتائج التحليل العاملي أن قيمة الدليل الإجمالي كانت حوالى ) 0.46 ( على مستوى الجمهورية، وكانت تلك القيمة منخفضة عن ماتم حسابه وفقا لمنهجية دول الكومنولث التي كانت ) 0.611 ( ، كما تباينت قيم أبعاد الدليل الخمسة عدا البعد الخاص بالصحة والذى لم يختلف في قيمته سواء بالتطبيق على البيانات أو وفقا لمنهجية وأو ا زن دول الكومنولث. The population structure in Egypt is mostly young people, and there is no tool or methodology that measures the development and empowerment of young people in the Egyptian society, considering that empowerment is a multidimensional concept that needs a quantitative methodology that measures those dimensions and arranges them according to a logic / or a systematic format, and the aim of the current study is to shed light on the current situation of development Empowering youth in Egypt by making a comparison between the values of the Youth Development and Empowerment Guide at the national and international levels. The methodology of the Commonwealth of Nations was adopted and applied to the 2014 survey of youth and youth data, and the factor analysis method was used to build a youth development and empowerment guide. The results confirmed that there are clear differences in the values of the index, whether at the level of the value of each dimension separately, or at the level of the total value of the guide, and the results of the factor analysis showed that the value of the total index was about (0.46) at the level of the Republic, and that value was lower than what was calculated according to For the Commonwealth countries methodology, which was (0.611), the values of the five dimensions of the index also varied, except for the health dimension, which did not differ in its value, whether by application to the data or
