تستهدف الدراسة إلقاء الضوء دور الهيئة العامة للتخطيط العمراني في إعداد المخططات الاستراتيجية للمدن المصرية التي تدعم التحول نحو اللامركزية، وتمكين المجتمعات المحلية من خلال تبنى النهج التشاركي مع شركاء التنمية على المستوى المحلى، وكذلك تشجيع الشراكة بين القطاع الحكومي العام والخاص والمساهمة في دفع عجلة التنمية العمرانية المستدامة، الذي أصبح يشكل القضية الأساسية في مسيرة التنمية المحلية في مصر. كما تحاول الدراسة التحقق من مدي فاعلية الدور الذي تقوم به الهيئة العامة للتخطيط العمراني في إعداد هذه المخططات من خلال تسليط الضوء على هيكلها التنظيمي واختصاصاتها والمنهجيات التي تستخدمها في إعداد المخططات الاستراتيجية للمدن المصرية، مع توضيح دور الأطراف الفاعلة المشاركة في إعدادها وتنفيذها، حيث سعت الدراسة إلى تقييم التجربة المصرية في إعداد المخططات الاستراتيجية للمدن المصرية للوقوف على المشكلات والتحديات وأهم العقبات التي واجهتها، ومن ثم اقتراح بعض الآليات للتغلب عليها. كما توصلت الدراسة الميدانية إلى أن عملية إعداد المخططات الاستراتيجية تستلزم موارد مالية طائلة قد لا تتواجد لدى الهيئة العامة للتخطيط العمراني ولابد من استحداث مصادر للتمويل بصورة مستدامة لتنفيذ مشروعات المخطط، وأوضحت أن طول الفترات الزمنية وبطء إعداد واعتماد المخططات الاستراتيجية أدي لتغير الوضع المخطط من أجله عن وقت اعتماد المخطط، وتوصلت إلى أهمية إدراج مشروعات المخطط الاستراتيجي في بنود الموازنة العامة للدولة ليضمن جدية وفاعلية تنفيذها، كذلك تحتاج إدارات الوحدات المحلية إلى كوادر مدربة على كيفية متابعة وتقويم المخطط ومشروعاته وضرورة إدراج عملية المتابعة والتقييم في كل مرحلة من مراحل التخطيط لتقويم مواطن الضعف في الاستراتيجية ومراجعتها لإنجاح هذه المخططات. The study aims to shed light on the role of the General Authority for Urban Planning in preparing the strategic plans for the Egyptian cities that support the transition towards decentralization, and empowering the local communities through adopting the participatory approach with the development partners at the local level, as well as encouraging the partnership between the public and private sectors and contributing to pushing the wheel of sustainable urban development, which has become the main issue in the march of local development in Egypt. The study also tries to verify the effectiveness of the role played by the General Authority for Urban Planning in preparing these plans by highlighting its organizational structure, competencies and methodologies used in preparing the strategic plans for the Egyptian cities, with clarifying the role of the stakeholders involved in preparing and implementing them, where the study sought to evaluate the Egyptian experience in preparing the strategic plans for the Egyptian cities to identify the problems, challenges and the most important obstacles that faced them, and then propose some mechanisms to overcome them. The field study also concluded that the process of preparing the strategic plans requires huge financial resources that may not be available to the General Authority for Urban Planning and it is necessary to create sources of sustainable financing to implement the plan projects, and it explained that the length of the time periods and the slowness of preparing and approving the strategic plans led to a change in the situation planned for it at the time of adopting the plan, and it reached the importance of including the projects of the strategic plan in the items of the general budget of the state to ensure the seriousness and effectiveness of its implementation, as well as the administrations of the local units need trained cadres on how to follow up and evaluate the plan and its projects and the necessity of including the follow-up and evaluation process in every stage of the planning stages to evaluate the weaknesses in the strategy and review it to succeed these plans.
