Egypt will face a serious problem in the next decades which is overpopulation . This overpopulation has already burdened the Nile valley and declined the overall quality of urbanization . Urban growth will be concentrated in urban areas . The government has invaded the hinterland and planned to construct 59 new cities since the 1970's . The first phase was to start with 20 cities , but after more than thirty years these cities failed to fulfill 15 % of their targeted population
