Based on the intelligence of cognitive radio, limited available spectrum and the unutilized wireless spectrum band, the cognitive radio network uses these factors to build a policy to allow its users (secondary users) to share and access licensed wireless spectrum band with its original users (primary users) without any interference with them and without any degradation in their quality of service (QoS).
