<br/><br/> The main objective in this research is to develop a framework for the method of evaluating the construction prequalification. It is aimed to depict the most important criteria that affect the performance of the contractor through the life cycle of projects in Egypt and have to be considered by owners during preparation of the Pre-Qualification form (PQF). The used methodology depends on proposing a new questionnaire survey that been formed, based on the previous efforts in this field, for the most important criteria of the prequalification process. In addition, a computer model called 2EMCC-PS3 was developed to evaluate the proposed contractors in a quantitive manner taking into consideration the owners (or consultants) judgment upon the requirements of each project with incorporating the weights of prequalification criteria as extracted from the proposed questionnaire
