This research was mainly conducted to measure the impact of the business information value chain (BIVC), represented in strategic, informational, and transformational benefits, on enhancing the core competencies in the supply and internal trade of the public sector in Egypt with an application on the smart ration card system. Core competencies are represented in market-access, integrity-related, and functionality-related competencies. The significance of the relationship between the BIVC, and the core competencies is expected to take place with the mediation of the internal, and external business environment. In specific, this research aims to; first: determine the core competencies in the supply, and internal trade of the public sector in Egypt as perceived by the managerial staff. Second: to identify the BIVC of the supply, and internal trade of the public sector in Egypt, and how value is created along the sequential steps of the chain. Third: to examine the relationship between BIVC, and the organizational core competencies in supply, and internal trade of the public sector in Egypt, and the mediation effect of the internal, and external business environment. Based on the research objectives, the research hypotheses were developed to shape the probable relationship between the independent variable (Business information value chain dimension that consists of 3 variables), and core competencies, mediated by the effect of the internal, and external business environment, in order to test the model assumptions
