This pre-post experimental study aimed to investigate the effectiveness of the suggested educational program based on the Skopos Theory related to the functionalist approach on developing the English translation skills among the students of the Faculty of Graduate Studies for Education, Cairo University. The study was delimited to the Strategic and Socio-cultural Translation Skills. The participants were (51) students enrolled in the Special Diploma and registered in the course of "Building the Staff Members' Capacities". The Checklist of English Translation Skills, the Student's Identification Card, the pre-posttest of translation from English into Arabic, and its rubric were used as the instruments of the study. Findings indicated that the proposed educational program was effective in developing both the Strategic translation skill and its sub-skills and the Socio-Cultural translation skill and its sub-skills overcoming different levels of difficulties (translating the scientific terms; abbreviations; titles and quotes). This program was successful in addressing the needs of the participants although they were different in ages, qualifications and recent department. Besides, the results revealed that there were statistically significant differences among the participants according to their specialization in English and their job status. The most benefited participants from the program were those who attended at least 80% of the sessions
