Polands exceptional thirty years of success to implement decentralization was a result of a group of state-builders self-conscious strategy that saw local governments as a functional part of a national system of public administration, accountable to deliver public services through a good governance system. The dissertations main objective is to draw on practical lessons learned from Polands experience, comparatively analyze the Polish and Egyptians process to implement decentralization and institutionalize citizen participation tools, to provide practical solutions for a sustainable local administration roadmap to Egypt. This dissertation is focusing on analyzing the impact of citizen participation in shaping the gradual development of a decentralized system taking into consideration the social and historical context. The dissertation is addressing a main research question: What is the expected impact of citizen participation on the implementation of decentralization in Egypt and Poland? The dissertation consists of Four Chapters, in addition to an introduction, results and recommendations. The Introduction is an overview of the dissertation including research problem, literature review, objectives and scope of the study, research question and sub-questions, methodology implemented by the author, and finally the structure of the study
