The sustainability of heritage assets is reliant on an effective management system. A form of this system exists in every country. The heritage management planning process is one of the nine components of any heritage system. Research emphasises the need to formalise an effective process, while new trends are guided towards participatory approaches. This thesis presents a community-based approach to the heritage management planning process as a means to increase the public value of Modern Heritage
