It is now recognized as the most costly activity in software life cycle. Change in software begins by changes in requirements. Some changes that seem to be small at the beginning have greater effect when implemented than expected leading to problems in cost and effort estimation. This is due to measuring complexity of these changes without considering attributes that might considerably affect the estimate of that change or not considering the effect of this change on other work products or artifacts of that software
