The thesis presents a new applied model combining inclusive growth and industrial clusters as a tool of industrial policy. This model outlines how to 2operationally3 establish 2inclusive growth-based-cluster policy in Egypt3. The core analysis is based on a case study: the Textile Cluster in El-Mahalla El Kubra. The thesis outcome is a fully fledged project using the logical framework analysis, on how to raise the competitiveness of the cluster with clear outputs and measurable outcomes. The thesis is organized as follows: it consists of six chapters where chapter one presents the theoretical foundation. It discusses the basic concepts in and the links between the pillars of both inclusive growth and industrial clusters that are necessary to create an option for a new industrial policy. Chapter two investigates five different clusters examples in four selected countries China, India, Spain and Turkey. Chapter three describes in brief the textile sector in Egypt. Chapter four outlines the study approach and methodology. Chapter five presents the cluster of El Mahalla El Kubra to test the performance of textile cluster according to international norms. Chapter six discusses the outcome of the logical framework analysis and policy recommendations accordingly
