Dissertation note: Thesis (M.Sc.)-Cairo University, 2023. Summary: Many newly built communities worldwide focus on the needs of private vehicles. This led to an increase in passive mobility, which caused many negative outcomes. The research is an attempt to deducing the comprehensive guidelines of active mobility from different communities and using these guidelines to explore a tool that helps in quantifying the costs and the benefits of achieving each guideline from the developers’/ researcher’s point of view and comparing these results to the expected effect of the guideline in increasing active mobility from the users’ point of view. This comparison leads to a more informative decision making regarding active mobility in the city.
