520			_aThis research concerns (A Study of the Building Planning Laws and Regulations). It is divided into (5) {u2013} five chapters. The first one consists of (The introduction, The importance of the research, The place and time of the research, The aim of the research, and The structure of the research). The Second Chapter reviews the literature and theories relative to building laws and regulations. It also takes a look at theorists{u2019} views in this respect which is dealt with through the deduction of set of subjects connected to the building regulations. This chapter tries to find the aspects that must be contained in the building laws and regulations while aiming to the following:1 Discover and explain the main characteristics which are ordinarily considered in the field of building laws and regulations. 2 Trying to answer the question: (What should building regulations be?) in other words : (What are building laws and regulations?) All that through what has been presented in the authors, critics and theorists{u2019} views. The Third Chapter tries to discover the general characteristics of the building regulations by comparing and by discussing the contents of the laws and regulations of different towns in the world including (Erbil City), while aiming at continuing the research in finding and discovering the general characteristics of such laws and regulations. That is because some of these characteristics cannot be found, unless through the study of the statements of the legal laws and legislations, relative to the different cities{u2019} environments laws and regulations of building. The chapter continues to review the main previous reports and studies that deal with the subject of building planning laws and regulations. The goals of this chapter can be summarized as follows :1 To discover the general aspects that these laws and regulations must have, so as to be as a scale to measure the efficiency and performance levels of the building, planning laws and regulations
