520			_aأصبحت الشركات العسكرية والأمنية الخاصة تمتلك إمكانيات هائلة لتكون بمثابة أداة لتغيير قواعد اللعبة في مجال الأمن الدولي، وأصبحت أحد أبرز العوامل التي لها تأثير واضح على العلاقات بين الدول ، حيث ٍإستخدام هذه الشركات الذي كان سابقاً في الخفاء أصبح الآن جهراً على الرغم من إنكار الدول الراعية لهذه الشركات، ألا أن الأمر أخذ طابع مختلفا، مما يجعلنا نتوقع أن يصبح الموقف في المستقبل القريب يأخذ شكلاً أكثر إنتشاراً وعلانية. أما عن حالتى الدراسة فعلى الرغم من الاختلاف الواضح بين كلاً من شركة البلاك ووتر وشركة فاجنر في أمور كثيرة، إلا أن التشابه في المهام والأهداف كان واضحاً، فكلا الدولتين أستخدمت الشركة في تنفيذ سياستها الخارجية وحماية مصالحها في الدول المستهدفة، كما تشابه تصور كل منهما لدورها في إعتماد الشركتين على أعلى درجات العنف وعدم التقيد بالقوانيين أو أية معايير في أداء كل منهما للمهام المطلوبة. ومن الصعب التوصل إلى أتفاق بين الدول حول مفهوم الشركات العسكرية والأمنية الخاصة، وكذا من المستبعد في الوقت القريب وضع قانون ينظم عمل هذه الشركات وذلك لأن الدول المنوطة بوضع هذا القانون هي من تستفاد من هذه الشركات في حماية مصالحها وأهدافها وتعتبرها أحد أدوات السياسة الخارجية لها، لكن أستمرار الدراسات والتحليلات حول طبيعة عمل هذه الشركات وحدود دورها يمكن أن يدفع في إتجاه تأكيد إلحاح الموضوع ووضعه على أجندة العمل الدولية.

As for the two cases of the study, despite the clear difference between Blackwater and Wagner, the similarity in tasks and goals was clear. Both countries used the company to implement their foreign policy and protect their interests in the targeted countries, The perception of each of their roles was similar in that the two companies relied on the highest levels of violence and did not adhere to the laws or any standards in performing the required tasks. It is difficult to reach an agreement between countries on the concept of private military and security companies, and it is also unlikely that a law will be put in place regulating the work of these companies in the near future, because the countries entrusted with drafting this law are the ones who benefit from these companies to protect their interests and goals and consider them one of their foreign policy tools, However, continuing studies and analyzes on the nature of the work of these companies and the limits of their role could move towards confirming the urgency of the issue and placing it on the international agenda.
