520			_aتعد المصالحة الوطنية من أهم الركائز التي تنطلق منها الدول نحو التقدم والنهوض وتطوير واقعها، فهي تعبر عن الإرادة، وأهدافها التي تسعى إلى تحقيقها في بناء السلام والتسامح والثقة، ومفهوم الوطن الوطني. ويمكن اعتبار المصالحة مفهوما سلوكيا قيما، إضافة إلى بعدها السياسي، وجدير بالتعامل مع المصالحة باعتبارها مطلبا ضروريا، لخلق علاقات سليمة مبنية على الثقة في تحقيق المصالحة الوطنية. المصالحة الوطنية هي من المفاهيم المعقدة والمثيرة للجدل، حيث يرى البعض أنها مفهوم ديني يستمد أصوله من الدين المسيحي، ولكن الرأي الراجح يرى أن المصالحة الوطنية هي مفهوم يستمد أصوله من ثقافات العالم المختلفة، هذا وهو الرأي الذي تفضله معظم الدراسات. المصالحة الوطنية، حسب تعريف المركز الدولي للعدالة الانتقالية، هي "عملية مجتمعية تنطوي على اعتراف مشترك من جميع الأطراف المعنية بمعاناة الماضي، وآثار السلوك الهدام في الماضي، وضرورة تغييره". بهدف إرساء سلام مستقر ومستدام، ويرى البعض أن المصالحة الوطنية يجب أن تقتصر على مجرد التعايش، والأفراد الذين سلموا أنفسهم للسلطات، والذين كفوا عن نشاطهم المسلح، والأفراد المحكوم عليهم المعتقلين، أو واستبدال هذه العقوبات أو الإعفاء منها لصالح الأفراد الذين حكمت عليهم المحاكم". ولا تحدث تغييرات أكثر عمقاً وإيجابية في العلاقات بين الجماعات بعد انتهاء الصراع، إلا من خلال المصالحة الوطنية، حيث يكون هناك تعاون ناجح فيما بينها، من أجل تحقيق هدف مشترك. وهو الشرط المفقود دائما في حالات الصراع، حيث يحاول كل طرف تحقيق مصالحه بغض النظر عن مصالح الأطراف الأخرى أو على حسابهم، مما يحقق نهضة الشعوب سياسيا واقتصاديا مهما كانت الظروف التي تمر بها. ليس مستحيلاً، لكن موضوع النهضة يحتاج إلى إرادة جماعية من الجمهور، وقيادة رشيدة من السلطة. تم اختيار موضوع الدراسة وتطبيقه على دولتين في غرب أفريقيا، وهما ليبيريا ومالي ، وتم اختياره على أساس أن المصالحة الوطنية قد حققت أهدافها في دولة ليبيريا، ولم تحقق الأهداف المرجوة في دولة مالي.
520			_aNational reconciliation is one of the most important pillars from which countries proceed towards progress, advancement and development of their reality, as it expresses the will, and its goals that it seeks to achieve in building peace, tolerance and trust, and the concept of national reconciliation can be considered a valuable behavioral concept, in addition to its political dimension, and it is worth dealing with reconciliation as a necessary requirement, to create sound relations based on trust in achieving national reconciliation. National reconciliation is one of the complex and controversial concepts, as some see it as a religious concept that derives its origins from the Christian religion, but the most correct opinion believes that national reconciliation is a concept that derives its origins from different world cultures, this is the view favored by most studies. National reconciliation, according to the definition of the international center for transitional justice, is "a societal process that involves a joint recognition by all parties concerned of the suffering of the past, the effects of destructive behavior in the past and the need to change it, with the aim of establishing a stable and sustainable peace, and some believe that national reconciliation should be limited to simple coexistence, individuals who have surrendered themselves to the authorities, those who cease their armed activity, and sentenced individuals who are in detention, or the substitution of these penalties or exemption from part of them in favor of individuals who have been sentenced by the courts." More profound and positive changes in intergroup relations do not occur after the end of the conflict, only through national reconciliation, where there is successful cooperation between them, in order to achieve a common goal. Which is the condition that is always missing in conflict situations, as each party tries to achieve its interests, regardless of the interests of the other parties or at their expense, achieving the renaissance of peoples politically and economically regardless of the circumstances they are going through is not impossible, but the subject of renaissance needs a collective will from the public, and a rational leadership by the authority. The subject of the study was chosen and applied to two countries in west Africa, namely Liberia and mail, and was chosen on the basis that national reconciliation has achieved its goals in the state of Liberia, and did not achieve the desired goals in the state of mail.
