As, these countries were characterized by centralization under the communist regime. Thus, these countries have many similarities with the system of local administration in Egypt. In addition, the reforms that have been applied in Central and Eastern Europeancountries had carried out a successful transformation, which makes it an important experience that Egypt can benefit from when developing its administration system after the adoption of the Constitution of 2014.
