تهدف هذه الدراسةإلى معرفة أثر حوكمة الأنهار الدولية في الحد من الصراع المائي، وذلك من خلال دارسة مقارنة لنموذج حوكمة الأنهار فينهري الميكونج والرَّايِنفى إطار الحوكمة والتفاعلات المائية في أحواض الأنهار الدوليةوذلك عن طريق تطبيقنظرية النظم العلائقية لحوكمة المياه.والوقوف على أسباب الصراع وأشكاله وأنماطه في أحواض الأنهار الدولية للوصول للعوامل الأساسية والمشتركة بين هذه النماذج للحد من الصراع الدولي حول مصادر المياه في أحواض الأنهار الدولية.كما تسلط الدراسة الضوء على العلاقة بين المتغير المائي وتحقيق التعاون بين الدول، القائم على نظرية النظم العلائقية لحوكمة المياه. حيث تتمحور حول طرق التعاون والتنسيق المشتركة بين الأطراف المعنية للانتفاع بالأنهار الدولية في غير أغراض الملاحة، ويسعى البحث للوقوف على العوامل الحاسمة التي تحول دون إنفاذ الحوكمة والإدارة الفعالة لأحواض الأنهار. كما تناولت الرسالة البعد التشريعي للقانون الدولي ومدىالاستفادة منه في الاتفاقياتالدولية من خلالالمقارنةبدراسة الحالة، بالإضافةإلى الوقوف علي أهمية الدور المؤسسي للمؤسسات والمنظماتالدولية والإقليمية في إدارة الموارد المائية فى الأنهار الدولية.

This study aims to know the impact of international river governance in reducing water conflict, through a comparative study of the river governance model in the Mekong and Rhine rivers in the framework of governance and water interactions in international river basins, by applying the theory of relational systems of water governance. And to find out the causes, forms and patterns of conflict in the international river basins to reach the basic and common factors among these models to reduce the international conflict over water sources in the international river basins. The study also sheds light on the relationship between the water variable and the achievement of cooperation between countries, which is based on the theory of relational systems for water governance. where it revolves around ways of cooperation and joint coordination between the concerned parties to benefit from international rivers for purposes other than navigation, and the research seeks to identify the critical factors that prevent the enforcement of governance and effective management of river basins. The thesis also dealt with the legislative dimension of international law and the extent to which it can be benefited from in international agreements through comparison with the case study, in addition to the importance of the institutional role of international and regional institutions and organizations in managing water resources in international rivers.
