تهدف إستراتيجية تطوير واستحداث المراكز الحضرية - الريفية الى تحقيق الرفاهية الاقتصادية والاجتماعية ومن ثم تحقيق العدالة الاجتماعية من خلال التوجه الصحيح للتنمية والاستحداث والتطوير المكاني التي تتحقق من خلال التوازن والترابط بين الأهداف الأسس التخطيطية وصولاً لأتخاذ القرار الأفضل بتبني الاستراتيجية بعد تشخيص ومحاكاة الواقع التنموي المستحدث لأجل تطويره وهذا ما سعى اليه البحث،
المستخلص :

من خلال مشكلة البحث المستندة على هناك صعوبات وتحديات متنوعة تواجه عملية تطوير القرى الريفية الى مراكز حضرية مستحدثة وفقاً للأسس التخطيطية للمراكز الحضرية ، وتحقيق هدف البحث في تهيئة بيئة مكانية عمرانية مستدامة متكاملة وبالخدمات الأساس والبنى الارتكازية الحديثة جاذبة للسكان لتكون مدن مستدامة وقوة دافعة لعملية التنمية تطوير مراكز الاستحداث من خلال جعل المستقرة الريفية مركزاً حضريا خدميا متوافقا مع المحيط المكاني لها وعدها مراكز تنموية مستحدثة وضع أولويات أسس الاستحداث والتطوير القرية الى مراكز حضرية ضمن المخطط الاساس لتكون الاساس للدراسات الاحقة ، فضلاً عن الأفادة من الاستنتاجات والتوصيات للعمل المستقبلي في تطبيق أسلوب التخطيط الاستراتيجي بأستخدام أسلوب الامكانات التنموية المعتمد على نظم المعلومات الجغرافية وأنموذج المحاكاة الجيو أحصائية (بيتا ذو الحدين) للمحاكاة المكانية للأستحداث والتطوير لناحية البسامية وأعتماد التحليل الاستراتيجي للمحاكاة التطويرية الذي يبين التفاعلات المكانية للامكانات التنموية بين كل من نقاط القوة والفرص التنموية لتحليل أسس الاستحداث لواقع الحال ومحاكاة التجارب الامكانات التنموية التفاعل المكاني التنبوي للتوسع المستقبلي وسيناريو الاستحداث والتطوير (المستقبلي والنتائج المتحققة منها وتمثيلة بالخرائط المكانية، ونستطيع أن نتوصل الى العوامل المؤثرة لاختيار البدائل التطويرية أوصت الدراسة الى تطوير واعتماد الأساليب الحديثة للاستحداث والتطوير والدمج بين الأساليب التحليلية للأسس التخطيطية وأسلوب التخطيط الاستراتيجي الحديث ، واعتماد أسس التطوير المدمج للريف والحضر والحفاظ على الطابع الريفي المستدام من خلال أعتماد الدمج الموجب لواقع الحال المستحدث للتجارب الحديثة ودمج المعايير الريفية والحضرية ضمن المخطط الأساس المقترح بالاعتماد على التمكين المجتمعي في أرساء تخطيط مركز الناحية المستحدث، أما في الجانب الاجرائي فيمكن الأفادة من المخطط الأساس للجهات المعنية والدوائر التنفيذية لمجلس القضاء والناحية المستحدثة وتطبيق المخطط على أرض الواقع بعد تقييم البدائل واختيار البديل الأفضل ميتم فيها رسم الشكل الهيكلي المركز الناحية المستحدث وفق أسس البدائل التخطيطية المستقبلية.

Planning and the modern strategic planning method, and the adoption of the foundations of integrated urban and rural development and the preservation of a sustainable rural character by adopting the positive integration of the reality of the situation developed for modern experiences and the integration of rural and urban standards within the proposed base plan depending on community empowerment in the establishment of the planning of the center As for the procedural aspect, it is possible to benefit from the basic plan for the concerned authorities, the executive departments of the Judicial Council and the newly created sub-district, and to implement the scheme on the ground after evaluating the alternatives and choosing the best alternative, in which the structural form of the center of the newly-created district is drawn according to the foundations of future planning alternatives.
