Summary: اهتمت هذه الدراسة بموضوع بطاقة الاداء المتوازن على تحسين الادارة الالكترونية في شركات المقاولات العامة بجمهورية العراق – محافظة البصرة , وعملت الدراسة الى تحديد مدى تأثير تطبيق بطاقة الاداء المتوازن بمحاورها الاربعة ( المالي , العملاء , العمليات الداخلية , التعلم والنمو المؤسسي ) في تحسين الادارة الالكترونية في المشروعات,وقد تم استخدام الاسلوب التوزيع العشوائي في الشركتين محل الدراسة . وقد توصلت الدراسة الى عدد من النتائج باستخدام اختبار T للاستبانة القبلية والبعدية تدل على وجود علاقة معنوية وذات دلالة احصائية ما بين بطاقة الاداء المتوازن و الادارة الالكترونية للمشروعات وحسب وجهة نظر افراد عينة مجتمع الدراسة , و عليه فقد توصلت الدراسة الى مجموعة من التوصيات منها ضرورة تبني الادارة العليا للشركات بطاقة الاداء المتوازن و اعتماد الادارة الالكترونية بدلاً من الادارة الورقية في تعاملاتها . Summary: This study concentrated on the use of the balanced scorecard to improve electronic management in general contracting firms in the Basra Governorate of the Republic of Iraq, the study worked to determine the extent to which the application of the balanced scorecard in its four axes (financial, customers, internal operations, learning and institutional growth) can be applied to improve electronic management of projects, the sample size in the two companies under study was determined using the stratified random sampling method . The study found a number of results using the T-test for the pre and post questionnaire indicating the existence of a significant and statistically significant relationship between the balanced scorecard and the electronic management of projects, according to the point of view of the members of the study community sample, as a result, the study revealed a set of recommendations, including the requirement for senior management in companies to adopt the balanced scorecard and to use electronic management rather than paper management in their dealings.
