تهدف الدراسة إلى التعرف على مدى تطبيق أسلوب الإدارة بالأهداف وتأثيره على فاعلية نجاح المشروعات في شركات التطوير العقاري، والمقاولات، والمكاتب الاستشارية العاملة في مجال المشاريع الإنشائية. لتحقيق هذا الهدف، تم استخدام المنهج الوصفي التحليلي كإطار عام لدراسة أبعاد الموضوع وفرضياته، بهدف الوصول إلى استنتاجات دقيقة تساعد في تقييم أثر الإدارة بالأهداف على نجاح المشروعات. منهجية الدراسة اعتمدت الدراسة على تجميع البيانات من عينة عشوائية تمثل العاملين في شركات المقاولات والتطوير العقاري والمكاتب الاستشارية. استخدم الباحث الاستبيان كأداة رئيسية لجمع البيانات، حيث تم تصميمه بدقة وفق أهداف الدراسة ومتغيراتها. حجم العينة: تم توزيع 140 استبيانًا على العاملين بالشركات والمؤسسات ذات العلاقة. نسبة الاستجابة: تم استيراد وتحليل عدد 103 استبيانات، أي ما نسبته 73.57% من إجمالي العينة. أداة التحليل: تم تحليل البيانات ومعالجتها باستخدام برنامج التحليل الإحصائي (SPSS) لضمان دقة النتائج وموثوقيتها. النتائج الإحصائية أظهرت الدراسة بعد تحليل البيانات وجود علاقة ذات دلالة إحصائية بين تطبيق أسلوب الإدارة بالأهداف وفعالية نجاح المشروعات، وذلك بمستوى ثقة 99%. كما أظهرت النتائج المؤشرات التالية: معامل الارتباط: بلغ 0.875، مما يشير إلى وجود ارتباط إيجابي قوي بين الإدارة بالأهداف ونجاح المشروعات. معامل التأثير (F-Square): أوضحت القيمة وجود تأثير واضح وقوي يعكس مقدار التباين الناتج عن المتغيرات الخارجية في العلاقة بين الإدارة بالأهداف ونجاح المشروعات. معامل التحديد (R²): بلغت قيمته 0.766، مما يعني أن الإدارة بالأهداف تفسر حوالي 76.6% من التغيرات التي تحدث في مستوى تحسين فعالية نجاح المشروعات. حجم التأثير: تم قياس تأثير المسار بين "الإدارة بالأهداف" و"فعالية نجاح المشروعات"، حيث بلغت قيمته 3.273، مما يدل على تأثير قوي لهذا الأسلوب في تحقيق النجاح. مؤشرات إضافية أظهر تحليل البيانات باستخدام نمذجة المعادلات الهيكلية (SEM) قدرة الإدارة بالأهداف على تقديم تفسير واضح لمستوى التباين في نتائج نجاح المشروعات. يبرز هذا المؤشر أهمية تطبيق هذا الأسلوب في المشروعات الإنشائية لتحقيق مستويات أعلى من الكفاءة والجودة. تبرز أهمية هذه الدراسة في توفير دليل عملي على فاعلية تطبيق الإدارة بالأهداف كنهج إداري يساهم في تعزيز نجاح المشروعات الإنشائية، خاصة في ظل التحديات التي تواجه شركات المقاولات والتطوير العقاري والمكاتب الاستشارية. كما تقدم نتائج الدراسة توجيهات واضحة لأصحاب المشاريع وصناع القرار لتحسين استراتيجيات الإدارة وضمان تحقيق الأهداف المطلوبة. توصلت الدراسة إلى أن الإدارة بالأهداف ليست فقط أداة تنظيمية فعّالة، بل تُعد أيضًا عاملاً رئيسيًا يؤثر بشكل إيجابي على نجاح المشروعات الإنشائية. النتائج التي تم التوصل إليها تؤكد أهمية تطبيق هذا النهج كوسيلة لتحسين الأداء وزيادة الكفاءة في قطاع المشاريع الإنشائية

The study aims to investigate the extent of applying the management by objectives (MBO) approach and its impact on the effectiveness of project success within real estate development companies, contracting firms, and consultancy offices operating in the construction sector. To achieve this objective, the descriptive-analytical approach was employed as a general framework to study the topic's dimensions and hypotheses, aiming to derive accurate conclusions that help assess the impact of MBO on project success. Study Methodology The study relied on collecting data from a random sample representing employees in contracting companies, real estate development firms, and consultancy offices. The researcher used a questionnaire as the primary tool for data collection, which was meticulously designed in alignment with the study's objectives and variables. • Sample Size: A total of 140 questionnaires were distributed to employees within relevant companies and organizations. • Response Rate: A total of 103 questionnaires were retrieved and analyzed, representing 73.57% of the total sample. • Analysis Tool: The data were analyzed and processed using the Statistical Package for Social Sciences (SPSS) to ensure the accuracy and reliability of the results. Statistical Results The analysis revealed a statistically significant relationship between the application of the MBO approach and the effectiveness of project success, at a confidence level of 99%. The findings also highlighted the following key indicators: Correlation Coefficient: Recorded at 0.875, indicating a strong positive correlation between MBO and project success. F-Square Value: Demonstrated a clear and significant effect, reflecting the extent of variance caused by external variables in the relationship between MBO and project success.
Coefficient of Determination (R²): Reached 0.766, meaning that MBO explains approximately 76.6% of the variations in improving the effectiveness of project success. Effect Size: The path coefficient between "MBO" and "project success effectiveness" was measured at 3.273, indicating a strong impact of this approach in achieving success. Additional Indicators The data analysis using Structural Equation Modeling (SEM) highlighted the ability of MBO to provide a clear explanation of the variance in project success outcomes. This indicator underscores the significance of implementing MBO in construction projects to achieve higher levels of efficiency and quality. Study Significance This study is particularly significant as it provides practical evidence on the effectiveness of implementing MBO as a managerial approach that contributes to the enhancement of project success in the construction sector. It also offers clear guidelines for project owners and decision-makers to improve their management strategies and ensure the achievement of desired objectives. Conclusion The study concluded that MBO is not only an effective organizational tool but also a key factor that positively influences the success of construction projects. The findings underscore the importance of adopting this approach as a means to enhance performance and increase efficiency in the construction industry.
