تهدف هذه الدراسة إلى تحليل تأثير تطور العلاقات الثنائية بين مصر والسودان على توجهات السياسة الخارجية المصرية تجاه دولة جنوب السودان، مع تسليط الضوء على الفترة الزمنية الممتدة بين عامي 2011 و2023م. ترتكز الدراسة على فهم محددات السياسة الخارجية المصرية، سواء الداخلية أو الخارجية، وكيفية تأثيرها على سياسات مصر في التعامل مع القضايا الجيوسياسية المتعلقة بجنوب السودان. كما تستعرض الدراسة دور العلاقات المصرية السودانية كعامل محوري في صياغة الاستراتيجيات المصرية تجاه القضايا الإقليمية ذات الصلة، خاصة فيما يتعلق بقضايا الأمن المائي، النزاعات الأهلية، والتنمية الاقتصادية.اعتمدت الدراسة على إطار تحليلي شامل يدمج بين التحليل النظري والعملي لتقييم مدى تأثير تطور العلاقات المصرية السودانية على المواقف المصرية تجاه جنوب السودان، حيث تم توظيف عدد من المفاهيم المركزية مثل السيادة الوطنية، التعاون الإقليمي، والمصالح الاستراتيجية. كما تناولت الدراسة أدوات السياسة الخارجية المصرية، سواء الدبلوماسية، أو الاقتصادية، أو الأمنية، وكيفية تكيفها مع التحولات في العلاقات مع السودان بهدف تعزيز دور مصر الإقليمي وضمان تحقيق مصالحها الوطنية.من خلال تحليل محددات السياسة الخارجية المصرية، تقدم الدراسة تفسيراً لتفاعل مصر مع القضايا الجيوسياسية الرئيسية في جنوب السودان، بما في ذلك قضايا المياه والنزاعات الداخلية والتدخلات الإقليمية والدولية. كما تركز الدراسة على تقييم تأثير التغيرات السياسية في السودان على السياسة الخارجية المصرية، ومدى فاعلية هذا التأثير في تعزيز الاستقرار الإقليمي وحماية المصالح المشتركة بين الدول الثلاث.تشير النتائج إلى أن تطور العلاقات المصرية السودانية قد ساهم في تمكين مصر من صياغة مواقف أكثر ديناميكية واستراتيجية تجاه جنوب السودان، حيث انعكس ذلك في تعزيز التعاون الثنائي في مجالات التنمية والبنية التحتية، وتكثيف الجهود الدبلوماسية المصرية لدعم الاستقرار في جنوب السودان، مع مراعاة المصالح المشتركة التي تجمع بين مصر والسودان في قضايا حوض النيل. كما توضح الدراسة أن العلاقات مع السودان تمثل محوراً حيوياً في السياسة الخارجية المصرية تجاه جنوب السودان، لا سيما في ضوء التحديات المائية والتوترات الإقليمية.

This study aims to analyze the impact of the development of bilateral relations between Egypt and Sudan on the orientations of Egyptian foreign policy towards South Sudan, with a particular focus on the period from 2011 to 2023. The study emphasizes understanding the determinants of Egyptian foreign policy, both internal and external, and their influence on Egypt’s approach to addressing the geopolitical issues related to South Sudan. Furthermore, the study explores the role of Egyptian-Sudanese relations as a key factor in shaping Egypt’s strategies towards regional issues, particularly in relation to water security, internal conflicts, and economic development.The study adopts a comprehensive analytical framework that integrates both theoretical and practical analyses to evaluate the extent to which the development of Egyptian-Sudanese relations has influenced Egypt's positions towards South Sudan. Several key concepts are employed, including national sovereignty, regional cooperation, and strategic interests. The study also examines the tools of Egyptian foreign policy, whether diplomatic, economic, or security-related, and how these tools have adapted to shifts in relations with Sudan to strengthen Egypt’s regional role and safeguard its national interests.Through analyzing the determinants of Egyptian foreign policy, the study provides an interpretation of Egypt’s engagement with the main geopolitical issues in South Sudan, including water-related challenges, internal conflicts, and regional and international interventions. The study also evaluates the impact of political changes in Sudan on Egypt’s foreign policy and the effectiveness of this impact in promoting regional stability and protecting the shared interests of the three countries.The findings indicate that the development of Egyptian-Sudanese relations has empowered Egypt to formulate more dynamic and strategic positions towards South Sudan. This is reflected in enhanced bilateral cooperation in areas such as development and infrastructure, as well as intensified Egyptian diplomatic efforts to support stability in South Sudan while taking into account the shared interests between Egypt and Sudan regarding the Nile Basin. The study further highlights that relations with Sudan are a vital cornerstone of Egypt’s foreign policy towards South Sudan, especially in light of water-related challenges and regional tensions
