تتناول هذه الدراسة تطور وسمات استراتيجيات الأمن القومي التي تتبناها القوى الدولية الكبرى، وهي الولايات المتحدة الأمريكية، وجمهورية الصين الشعبية، وروسيا الاتحادية، مع التركيز على كيفية معالجة كل منها لقضايا الأمن في القارة الأفريقية في سياق ما بعد الحرب الباردة. وقد اعتمدت الدراسة على منهج تحليل المضمون الكيفي المقارن، من خلال تحليل وثائق الأمن القومي للدول الثلاث باستخدام إطار تحليلي يتألف من عشر فئات رئيسية: القيم، النطاق، السياق، التوجه، الأهداف، الأولويات، المهددات، التحديات، الوسائل، والشركاء، بهدف الكشف عن أوجه التشابه والاختلاف في تصورات هذه القوى لمعالجة قضايا الأمن الأفريقي في ظل تصاعد التنافس الدولي في القارة.
توصلت الدراسة إلى أن الاستراتيجية الأمريكية اتجهت نحو ترسيخ الهيمنة الدولية من خلال توظيف القيم الليبرالية، مع التركيز على مكافحة الإرهاب، وتأمين حرية الملاحة البحرية، ومواجهة المنافسين الدوليين. في المقابل، أكدت الاستراتيجية الصينية على مبدأ السيادة وعدم التدخل انطلاقاً من أولوية مصالحها الاقتصادية. أما روسيا، فقد سعت إلى استعادة دورها الدولي عبر تعزيز النظام الدولي متعدد الأقطاب، ورفض الهيمنة الغربية، خاصة في أفريقيا. ورغم تباين الأولويات والمنطلقات الاستراتيجية، كشفت الدراسة عن اهتمام متزايد من القوى الثلاث بالقارة الأفريقية، ما يعكس مكانتها المتصاعدة في الحسابات الاستراتيجية الدولية. وتبرز أهمية هذه الدراسة في تعزيز فهم أعمق لتقاطع الاستراتيجيات الدولية مع قضايا الأمن الأفريقي، وتوفير رؤى تدعم صناع القرار في مواجهة بيئة أمنية دولية متغيرة.

This study investigates the evolution and characteristics of national security strategies adopted by major global powers-namely the United States, China, and Russia-and their approaches to dealing with African security issues in the post-Cold War context. Employing a qualitative comparative content analysis methodology, the research examines national security documents of the three global powers, using a framework of ten analytical categories: values, scope, context, orientation, objectives, priorities, threats, challenges, means, and partners. The aim is to uncover the convergences and divergences in how these states conceptualize and respond to African security issues amidst growing international competition on the continent. The findings reveal that U.S. strategy has shifted towards maintaining global dominance, with a focus on counterterrorism, freeom of maritime navigation, and confronting growing competitive trends with other global rivals. China’s approach emphasizes sovereignty, non-interference, and peaceful conflict resolution, reflecting a strategic culture rooted in independence and economic interests. Russia, motivated by the desire to reclaim global influence, advocates for a multipolar world order and rejects Western dominance. Despite differing strategic outlooks, all three powers demonstrate increasing engagement with African security, albeit through distinct priorities and methods. The study underscores the significance of Africa in global strategic thinking and highlights the need for balanced and independent regional responses. Ultimately, this research contributes to a deeper understanding of how global powers' security strategies intersect with African affairs and offers insights for policymakers navigating a shifting international security environment.
