نعوم تشومسكي مفكر فريد من نوعه وسط المفكرين الثائرين ضد التيار العام في الفكر الأمريكي المعاصر؛ فهو عالم مشهور ورائد في اللغويات الإنجليزية الحديثة وأضاف إليها نظريات غيرت من أساليب تدريس اللغة الإنجليزية وتحليلها في شتى أرجاء العالم حتى في إنجلترا نفسها.وبعد ذلك خاض غمار الدراسات السياسية سواء على مستوى التنظير أو التطبيق، فأثبت أنه في طليعة المفكرين والكتاب السياسيين على مستوى العالم. تسعى هذه الدراسة الموسومة ”الفكر السياسي عند نعوم تشومسكي” إلي عرض وتحليل ونقد الفكر السياسي لتشومسكي والمتعلق بالولايات المتحدة الأمريكية وسياساتها في الداخل والخارج. وتنقسم الدراسة إلى مقدمة وأربعة فصول وخاتمة.
تناولت المقدمة موضوع البحث وأهميته، وإشكاليته، والمنهج المستخدم في الدراسة، والدراسات السابقة. أما الفصل الأول وعنوانه جدل اللغة والسياسة، وتضمن مبحثان: الأول: هل يمكن قراءة فلسفة اللغة عند تسومسكي قراءة سياسية؟ إما المبحث الثاني فتناول: التوظيف السياسي للغة في السياسات الأمريكية. والفصل الثاني وعنوانه الدولة والنظام العالمي: تصنيف الدول إستراتيجيات الهيمنة العولمية، وتضمن ثلاث مباحث: تناول المبحث الأول: ملامح النظام العالمي الجديد، وتناول المبحث الثاني: مفهوم الدولة – خصائصها وأصنافها، وتضمن المبحث الثالث: الإمبريالية وإستراتيجيات الهيمنة العالم. أما الفصل الثالث وعنوانه الإرهاب بين النقد والنقد المضاد، وفيه ثلاث مباحث: شمل المبحث الأول: مفهوم الإرهاب، وتطرق المبحث الثاني: إلى أنواع الإرهاب، وتضمن المبحث الثالث: نقد الموقف العالمي من الإرهاب. وجاء الفصل الرابع تحت عنوان الدعاية وصناعة الحقيقة ويحوي ثلاث مباحث: تضمن المبحث الأول: الدعاية وتصنيع الإجماع، والمبحث الثاني: الدعاية وصناعة الحدث السياسي، والمبحث الثالث: الدعاية والربيع العربي. وتناقش الرسالة مجموعة من التساؤلات منها: هل هناك علاقة بين الجانب اللغوي والجانب السياسي في فكر تشومسكي؟ وهل تعمل مبادئ النظام العالمي الجديد لتحقيق أهداف نبيلة أم هي مجرد ذرائع من أجل السيطرة والهيمنة؟ ومامفهوم الدول المارقة والدول الفاشلة؟ وهل الولايات المتحدة دولة مصنعة ومصدرة للإرهاب أم مستوردة له؟ وما دور الدعاية الإعلامية في صناعة الرأي العام والأحداث السياسية؟ وهل للأعلام دور في صناعة الثورات العربية؟

Politics is a fact of human existence that can not be avoided, every individual finds himself participating in some way, in some moment, in one of the forms of political systems. And political systems often rely on shading and distortion in order to pass its political plans, through which it seeks to achieve its objectives. Consequently, politician intellectuals carrying on their shoulders to tell the truth and nothing else will appear. In this context, the contemporary American philosopher Noam Chomsky (1928 AD- ....) who is considered among the most influential thinkers in the world, being a bold critic in foreign policy of the United States of America. One of his articles have confirmed that the responsibility of the intellectual to tell the truth and reveal the lies, at least, and this might seem enough so as not to be criticized. In our research, we will discuss with analysis and criticism, the political theories and opinions of Chomsky in order to expose the falsehood and the repercussions of the US policy, which had double standards. This study will also address the relationship between language and politics, it is often the function of language to inform and thought, conscience, and disclosing all of them. Thus, the function of the language that are frequent in politics, tend to hiding thought and conscience and shading passion. Chomsky emphasizes the importance of the link between language and politics, and states that the various ideologies that are shaped by thought scientists, depends primarily on the consummate ability to formulate them in
influential and effective language templates. On this basis, Chomsky is criticizing American policy, which plays with the linguistic meanings, it is always calling occupation as protection, and domination as mandate, and it has replaced the shaded designations with other designations consistent with the spirit of the age. Thus, new words were included in the political lexicon: international aid, loans, transfer of technology, interdependence. All of which are in one pot, which is the imposition of hegemony, through tampering language to achieve malicious political gains. Moreover, Chomsky is criticizing US policy (by describing the states as rouge) while he did not find a model for the rogue state better than the United
States, because it applied double standards, and It is double-faced state , the first is moral on freedom, justice and equality values, and secondly, pushy pragmatic that exercise excessive violence, and wage unjustified morally bloody wars, and commit crimes and scandals and massacres in the name of defending the values of freedom and democracy, and the result is that the United States is rogue state anti-human values in its light humans lived through the ages. As for the new world order, Chomsky opines that the first lesson provided by this policy is that the United States is still an outlaw state, and is attested to by its allies and clients who really understand that international law is a trick and mask, the powerful puts on their faces when needed, and they determine the degree of transparency appropriate in each case. As for the second lesson lies in that this method is protected before the cultural community, which has the few limits that can be used for the interest of the authority. We have to pay attention to the dictatorships of the third world to listen to the self-evident truth that we ignore them in civilized societies stating that the New World Order is only (New) by adopting the old policies of domination and exploitation, with pro forma casual differences; in order to keep the countries and peoples of the world in (correct) places that serve the interests of the West. Chomsky also addressed the issue of terrorism and what happened in America after the events of 11/9, and he described it as (terrorism as response to terrorism) and by virtue of the United States experience in the practice of terrorism at the level of states and governments, it was natural that it exercises this experience amid a forest of suspicions, most notably that it created the events 11/9; to make it an excuse for the occupation of Afghanistan and the invasion of Iraq and other countries, which were described as rogue, and thus, it puts the pillars of the empire, which sought to set up since the British and French empires decline. Whatever suspicion and speculation and accusations were spread about thinkers, planners or perpetrator, which did not reach a degree of certainty or proof. Hence, the United States was quick to ride the favorable giant wave, to achieve its strategic objectives, of which neoconservatives dreamed. Regardless of its deadly hit, the world will not blames it after it witnessed what happened in a 11/9. The argument is ready and force is ready, and what is remaining is the implementation of the front sight of the whole world. US Often use media and political propaganda for making its political objectives, the United States will not find have great difficulty in controlling its subject of American citizens, so that the American society, as described by Chomsky is an afraid society. Thus, it would be very easy to apply certain propaganda for making enemies to it, and in order to enjoy the support of their audiences, thus ,it only needs to spread its news in one of its notable newspapers about the presence of a source of threat to its security and the security of its citizens, and that it is necessary to eliminate it. Therefore, citizens will be inclined towards their powerful leaders and shall support them order to protect them, and this is what the United States did when it diverted Saddam Hussein from business partner, into a cancerous disease must be eradicated.
