This study presents a new model, labelled Assessment Criteria for Project Success Based on Total Quality Management (ACPS) model, this model considers key criteria to assess the project success, it proposes eleven criteria: project management leadership, project management staff, project management policy and strategy, project management partnerships and resources, project customer management project risk management, project life cycle management, project quality management, project cost management, project time management, and project key performance indicators. According to the Standish Group who studied 50,000 projects around the world, ranging from tiny enhancements to massive systems reengineering implementations. That survey found that 19% of projects fail and 52% were challenged while the success rate was only 29%, that means currently tools used in the field of project management need development. This thesis employed the web survey method to gather data. The target population was project workers and users in various countries, and various projects. The survey was beneficial for collecting data from projects participants working at different levels in organisation hierarchies, such as project managers and project team members, the Widening of the sample to project participants enable investigation of the extent to which criteria being undertaken influences opinions of how it impacts on project success. Data analysis showed that the respondents suggests that all criteria have significant association with project success
