شهدت منطقة المشرق الإسلامى خلال النصف الثانى من القرن الرابع الهجرى/ العاشر الميلادى ظهور قوه إسلامية استطاعت خلال فترة قصيرة أن تغير مجرى الأحداث السياسية فى شرق العالم الإسلامى بأكملهُ، حتى شهدت تلك البقعة حقبة تاريخية مشرقه، وكُتب فيها صفحة من الصفحات المجيدة فى التاريخ والحضارة الإسلاميه، تلك هى قوة الدولة الغزنوية التى أستمرت دولتهم نحو قرنين وربع قرن من الزمان (351هـ - 582هـ/ 962م – 1186م). وجاءت هذه الدراسة لتغطى جانباً من التاريخ الإسلامي، وتتناول الدراسة الحديث عن مفهوم الإدارة لغة وإصطلاحاً، ومفهوم المالية من حيث المنظور اللغوي والفقهى، وتتناول الدراسة مفهوم الإدارة المالية والنظام المالى والسياسة المالية والفرق بينهم، كما تتحدث الدراسة عن الموارد المالية للدولة والتى انقسمت إلى موارد شرعية متمثلة فى الغنائم والجزية والخراج والمواريث، والموارد غير الشرعية المتمثلة فى المكوس والضرائب والمصادرات والهدايا والغرامات والفدية، ثم تطرقت الدراسة إلى نفقات موارد الدولة، والتى منها: نفقات عسكرية، ونفقات سياسية، ومرتبات الموظفين، والنفقات العلمية والثقافية، والنفقات الاجتماعية، والنفقات الاقتصاديه، وتتناول الدراسة ايضاً الدواوين المالية والمعاملات التجارية وأنواع النقود، وكذلك الحديث عن العوامل التى أثرت على الموارد المالية والتى انقسمت إلى؛ الكوارث الطبيعية المتمثلة فى السيول والجفاف والقحط والزلازل والأوبئة، والعوامل البشرية كالإرهاق الضريبى والصراعات والحروب مع القوى الخارجية، والنزاعات والفتن الداخلية وتولية غير الأكفاء فى مناصب الدولة، والترف والبذخ التى مارسته الدولة، وأخيراً تناولت الدراسة سياسة الدولة المالية فى مواجهة الأزمات.
During the second half of the fourth century AH/tenth century AD, the Islamic Levant region witnessed the emergence of an Islamic force that was able, within a short period, to change the course of political events in the entire eastern Islamic world. Until that spot witnessed a bright historical era, And wroten one of the glorious pages in Islamic history and civilization, This is the strength of the Ghaznavid state, which lasted for about two and a quarter centuries (351AH – 582AH / 962AD – 1186AD). This study came to cover an aspect of Islamic history, and it deals with the concept of circuit linguistically and terminologically, And the financial perspective from a linguistic and jurisprudential perspective, The study deals with the concept of financial management, the financial system, financial policy and the difference between them, The study also talks about the state's financial resources, It was divided into two topics, the first: Legitimate resources, which included spoils, tribute, and abscess and inheritances, and Illegal resources: which included Excise, Confiscations, gifts, fines and ransoms.
Then the study touched on the expenditures of state resources, Including military expenses, Spending on salaries, Political expenditures, Cultural and scientific expenses, Social expenses, Economic expenditures.The study also talks about Financial Diwans, commercial transactions and the type of moneys, As well as talking about the factors that affected financial resources, It was divided into natural disasters and their economic impact, tax burden, Conflicts and wars with external forces represented, Family disputes and internal strife, Appointing incompetent people to state positions, The luxury and extravagance practiced by the state.Finally, I talked about the state’s financial policy in confronting crises.
