وفي الفصل الثاني من الدراسة تم الوقوف على وضع المرأة في أفريقيا عامة فيما يخص التمكين، ثم تم التطرق إلى وضع المرأة داخل ناميبيا بشكل خاص، حيث تم عرض الجهود الأفريقية على المستويين الدولي والإقليمي لتحقيق المساواة بين الجنسين والوصول للتمكين، كما تم عرض مؤشرات تمكين المرأة الأفريقية وتختص تلك المؤشرات بالمشاركة الاقتصادية والاجتماعية والسياسية للمرأة، ففيما يخص المشاركة الاقتصادية أظهرت المؤشرات وجود فجوة بين الجنسين فيما يتعلق بالمشاركة في سوق العمل مع تركز عمل النساء في القطاعات غير الرسمية بشكل واضح، وبالنسبة للمشاركة الاجتماعية، فقد أظهرت المؤشرات وجود معوقات تحول دون مشاركة المرأة مثل ضعف الاستثمار في البنية التحتية وانتشار وسيطرة القوانين العرفية، فبالرغم من وجود تحسناً ملحوظاً في المؤشرات الخاصة بالتعليم إلا أن المؤشرات الصحية تظهر صعوبة الوضع الذي تعاني منه النساء في أفريقيا بشكل عام، أما فيما يخص المشاركة السياسية وبالرغم من الجهود المبذولة إلا أن نسبة النساء في البرلمانات الأفريقية لا تتجاوز نسبة 24%، وبشكل عام يختلف مستوى التكافؤ بين مختلف البلدان الأفريقية، وتطبيقاً على دولة ناميبيا محل الدراسة تم دراسة التشريعات الهادفة لتمكين المرأة والتي جاءت تطبيقاً للدستور الذي تم وضعه في أعقاب الاستقلال والذي حظر التمييز على أساس الجنس، ثم عرض لأهم المنظمات النسائية داخل دولة ناميبيا والتي تسعى لخلق مجتمع يعترف ويحمي شخصية وسلامة لمرأة.
ويقدم الفصل الثالث تحليلاً لأوضاع تمكين المرأة داخل ناميبيا معتمداّ في ذلك على تحليل PESTLE لتكوين صورة متكاملة عن أهم الفرص والتحديات التي يواجهها المجتمع الناميبي لرفع مستويات تمكين المرأة، حيث تم عرض الفرص التي يمكن أن يتم استغلالها لرفع مستويات تمكين المرأة سواء على الصعيد السياسي أو الاجتماعي أو الاقتصادي وأبعاد أخرى مثل البعد البيئي والبعد التكنولوجي والتشريعي، وبالرغم من توافر العديد من الفرص إلا أن التحديات التي تواجه الدولة في هذا الصدد ليست باليسيرة ومن أهم العقبات التي تواجه تمكين المرأة هي الممارسات العرفية.
The research paper sought to determine the extent to which there is a relationship between women’s empowerment and reducing the phenomenon of poverty in general - where several definitions of poverty were presented, starting with relative and extreme poverty, and the development of definitions to reach multidimensional poverty to help cover new dimensions of poverty, such as the health and educational level, in addition to poverty at the standard of living. Then, many different literatures were presented to confirm the existence of this relationship. Applied studies have already confirmed the existence of the phenomenon of feminization of poverty in many societies, and have also confirmed the existence of a positive relationship between women’s empowerment and poverty reduction.
In the second chapter of the study, the situation of women in Africa in general with regard to empowerment was examined, then the situation of women within Namibia in particular was addressed, where African efforts were presented at the international and regional levels to achieve gender equality and empowerment, and indicators of women’s empowerment were also presented. These indicators are concerned with the economic, social and political participation of women. With regard to economic participation, the indicators showed the existence of a gap between the sexes with regard to participation in the labor market, with women’s work being clearly concentrated in the informal sectors. As for social participation, the indicators showed the presence of obstacles that prevent women’s participation. Such as weak investment in infrastructure and the spread and control of customary laws. Although there is a noticeable improvement in education indicators, health indicators show the difficult situation that women in Africa suffer from in general. As for political participation, despite the efforts made, the percentage of women in African parliaments do not exceed 24%, and in general the level of parity varies between different African countries, and in application to the country of Namibia under study, legislation aimed at empowering women was studied, which came in implementation of the constitution that was drawn up in the wake of independence, which prohibited discrimination on the basis of sex, and then presented the most important Women's organizations within the country of Namibia that seek to create a society that recognizes and protects the personality and integrity of women.
The third chapter provides an analysis of the situation of women’s empowerment within Namibia, relying on PESTLE analysis to form an integrated picture of the most important opportunities and challenges that Namibian society faces to raise the levels of women’s empowerment, where opportunities that can be exploited to raise the levels of women’s empowerment were presented, whether on the political or social level. Or economic, and other dimensions such as the environmental, technological, and legislative dimensions. Despite the availability of many opportunities, the challenges facing the state in this regard are not easy, and one of the most important obstacles facing women’s empowerment are customary practices.
