تسعى الدراسة إلى تحقيق العديد من الأهداف كإحلال المنتجات المحلية محل المستوردة لخفض عجز الميزان التجاري وترشيد استيراد بعض السلع التي تصنع محليًا لتشجيع الصناعة الوطنية من خلال زيادة نسبة المكون المحلى فيها بالإضافة إلى تنمية سلاسل الموردين من الصناعات الصغيرة والمتوسطة ومتناهية الصغر والتي تمثل الشريحة الأكبر في هيكل الصناعة المصرية لتمكينها من الحصول على التمويل والعمالة الفنية المدربة والنفاذ إلى الأسواق الخارجية، فضلًا عن التكنولوجيا المتقدمة لتطوير وتحديث منتجاتها مع الوقوف على أبرز الاختلالات الهيكلية التي يعاني منها قطاع الصناعة في مصر.
لذا تتمثل مشكلة البحث في دراسة واقع قضايا الصناعة وأولوياتها وتنمية وتطوير وتعميق التصنيع المحلى خاصةً في ظل المبادرة الرئاسية لتشجيع الصناعة المحلية بما يخدم الاقتصاد المصري، وإعادة النظر في بعض السياسات الصناعية للقضاء على جوانب الخلل في القطاع الصناعي، ومن أهمها العجز الدائم في الميزان التجاري المصري الناتج عن اتساع حجم الواردات المصرية من مكونات الإنتاج، وأيضا آلية رد الأعباء التصديرية، خاصة مع إعلان استراتيجية الدولة لمضاعفة الصادرات المصرية في 5 سنوات.
The study seeks to achieve many goals, such as replacing imported products with local products to reduce the trade deficit and rationalizing the import of some locally manufactured goods to encourage national industry by increasing the proportion of the local component in it, in addition to developing supplier chains from small, medium and micro industries, which represent the largest segment in the structure of Egyptian industry to enable it to obtain financing, trained technical workers, and access to foreign markets, as well as advanced technology to develop and modernize its products, while identifying the most prominent structural imbalances that the industrial sector in Egypt suffers from.
Therefore, the research problem is to study the reality of industry issues and their priorities, and to develop, develop and deepen local manufacturing, especially in light of the presidential initiative to encourage local industry in a way that serves the Egyptian economy, and to reconsider some industrial policies to eliminate the imbalances in the industrial sector, the most important of which is the permanent deficit in the Egyptian trade balance. Resulting from the expansion of the volume of Egyptian imports of production components, as well as the mechanism for refunding export burdens, especially with the announcement of the state’s strategy to double Egyptian exports in 5 years.
