في السياق المصري شهدت السنوات الأخيرة تصاعداً ملحوظاً في الاهتمام بمراكز الفكر والأبحاث، وذلك نظراً لما تتميز به من كفاءة وتأثير ملموس في النهوض بالشعوب وتحقيق تقدمها. تبرز أهمية هذه المراكز بشكل خاص في تقديم تحليلات عميقة لصانع القرار المصري، ما يعزز عملية اتخاذ القرارات السياسية ويُسهم في دعم الأمن القومي. وتجدر الإشارة إلى أن عملية اتخاذ القرار في مصر تمر بمراحل تحضيرية دقيقة تسبقها، حيث تُشرف عليها مؤسسات متعددة تتنوع بين الجهات الرسمية والأخرى غير الرسمية. ومن بين تلك المؤسسات غير الرسمية تأتي مراكز الفكر والأبحاث التي تؤدي دوراً حيوياً في توفير الاستشارات اللازمة لصناع القرار المصريين، إلى جانب مساهمتها الفاعلة في تحقيق أهداف الأمن القومي. في سياق متصل يمثل البحث العلمي إحدى أبرز الأنشطة التي ينخرط فيها العقل البشري، حيث يُعد جهداً منهجياً للإنتاج الفكري، يهدف إلى خدمة الحياة ودفع عجلة التطور والنهوض الحضاري، فضلاً عن بناء مستقبل أفضل للبشرية. ومن المعلوم أن تقدم الأمم وازدهارها الحضاري يرتبط ارتباطاً وثيقاً بعدة عوامل رئيسية، يأتي في مقدمتها رعاية البحث العلمي والاهتمام بتطبيقاته. وبناءً على ذلك، تستدعي هذه الأهمية للبحث العلمي التفاتاً خاصاً إلى مؤسساته وأدواته، وعلى رأسها الجامعات ومراكز البحث والدراسات، سواء كانت حكومية أو مستقلة، بالنظر إلى دورها الأساسي كمصادر للإنتاج المعرفي الذي يُعد من الركائز الضرورية لتحقيق التطور والنهوض الحضاري للمجتمعات الإنسانية بشكل عام، والمجتمعات العربية بشكل خاص. كما أن مراكز الأبحاث والفكر باتت تشكل ظاهرة عالمية تؤثر بفاعلية في صناعة القرار، فضلاً عن دورها البارز في صياغة السياسات العامة، وهو ما يتجلى بوضوح في المجتمعات الغربية المتقدمة. إلى جانب ذلك، تمثل هذه المراكز وسيلة رئيسية لدفع التغيير الحضاري وتعزيز الانفتاح الفكري والبحث العلمي. وفي هذا الإطار تحمل عملية صنع القرار السياسي انعكاسات مباشرة على الأمن القومي المصري، الذي يحتل مكانة محورية ضمن أولويات الدولة. ومن الملاحظ أن أحد المفاهيم الأساسية للأمن القومي يتمثل في تحقيق المصالح القومية العليا التي لا يمكن الوصول إليها دون الاعتماد على جهود مراكز الفكر والأبحاث. إذ إن هذه المراكز تُعد بمثابة مستودعات فكرية ومصادر رئيسية للتخطيط الاستراتيجي الفعال، ما يجعلها عنصراً لا غنى عنه في مساعي الحفاظ على الأمن القومي وتنفيذه بأبعاده المختلفة. In the Egyptian context, recent years have witnessed a remarkable increase in interest in think tanks and research centers, due to their efficiency and tangible impact in advancing peoples and achieving progress. The importance of these centers is particularly evident in providing in-depth analyses to Egyptian decision-makers, which enhances the political decision-making process and contributes to supporting national security. It is worth noting that the decision-making process in Egypt goes through precise preparatory stages that precede it, as it is supervised by multiple institutions that vary between official and unofficial bodies. Among these unofficial institutions are think tanks and research centers that play a vital role in providing the necessary consultations to Egyptian decision-makers, in addition to their effective contribution to achieving national security goals. In a related context, scientific research represents one of the most prominent activities in which the human mind engages, as it is a systematic effort for intellectual production, aiming to serve life and drive the wheel of development and civilizational advancement, as well as building a better future for humanity. It is known that the progress and civilizational prosperity of nations is closely linked to several main factors, foremost of which is sponsoring scientific research and paying attention to its applications. Accordingly, this importance of scientific research calls for special attention to its institutions and tools, especially universities and research and study centers, whether governmental or independent, given their essential role as sources of knowledge production, which is one of the necessary pillars for achieving the development and civilizational advancement of human societies in general, and Arab societies in particular. Research and think tanks have become a global phenomenon that effectively influences decision-making, in addition to their prominent role in formulating public policies, which is clearly evident in advanced Western societies. In addition, these centers represent a major means of promoting civilizational change and enhancing intellectual openness and scientific research. In this context, the political decision-making process has direct repercussions on Egyptian national security, which occupies a pivotal position among the state's priorities. It is noteworthy that one of the basic concepts of national security is to achieve the supreme national interests that cannot be achieved without relying on the efforts of think tanks and research centers. These centers are considered intellectual repositories and major sources for effective strategic planning, making them an indispensable element in efforts to maintain national security and implement it in its various dimensions
