استهدفت الباحث عرض تقييم انظمة التمويل الحالية لتوفير السيولة المطلوبة لتمويل مشروعات الطاقة بالتطبيق على قطاع الكهرباء بمصر ، وقد اتبع الباحث المنهج الوصفى التحليلى إلى جانب أسلوب البحث الميدانى باستخدام الاستقصاء كأداة رئيسية لجمع البيانات الأولية للبحث ، ولقد أظهرت نتائج الدراسة وجود علاقة ذات دلالة إحصائية بين توفير السيولة لتمويل مشروعات الطاقة الكهربائية وبين زيادة معدلات التنمية بقطاع الكهرباء والطاقة ووجود علاقة ذات دلالة إحصائية بين توفير السيولة المطلوبة لتمويل مشروعات الطاقة الكهربائية وبين الحوافز الحالية المقدمة من الدولة للاستثمار الموجه لمشاركة القطاع الخاص بمشروعات الطاقة الكهربائية، وايضا وجود علاقة ذات دلالة إحصائية بين تمويل مشروعات الطاقة الكهربائية وبين تحقيق الأهداف الإستراتيجية للتنمية المستدامة ضمن خطة مصر 2030 ، حيث إدارة مشروعات الطاقة هى عملية تخطيط وتنظيم ومراقبة الموارد لتحقيق أهداف محددة ضمن إطار زمنى وميزانية معينة ، ويعد التخطيط لتدبير وإدارة الموارد المالية اللازمة لتمويل مشروعات الطاقة هو محور هذه الدراسة حيث تم التطرق الى كافة انظمة التمويل الحالية لمشروعات الطاقة الكهربائية من خلال التمويل الذاتى وايضا التمويل بكافة الاشكال التقليدية والشراكة مع القطاع الخاص. The study aimed to present an evaluation of the current financing systems to provide the necessary liquidity for funding energy projects, specifically applied to the electricity sector in Egypt. The researcher followed a descriptive-analytical approach, along with a field research method using a survey as the primary tool for collecting primary data for the research. The results showed a statistically significant relationship between providing liquidity for financing electric energy projects and the increase in development rates in the electricity and energy sector. It also highlighted a statistically significant relationship between the required liquidity for financing electric energy projects and the current incentives offered by the state for investment aimed at involving the private sector in electric energy projects. Additionally, there was a statistically significant relationship between financing electric energy projects and achieving the strategic goals of sustainable development within Egypt's 2030 plan. The management of energy projects is a process of planning, organizing, and monitoring resources to achieve specific goals within a specific timeframe and budget. Planning for securing and managing the financial resources necessary to finance energy projects is the focus of this study. The current financing systems for electric energy projects were examined, which represent the main obstacles to economic development in developing countries due to the lack of real resources needed to form capital to achieve priority strategic goals, which are embodied in realistic implementation plans.
