This study targets finding solutions and alternatives in order to solve the problems affecting the users of the office buildings in the new cities of Egypt by applying the value engineering application on the life cycle of the office buildings, in order to achieve the optimum functional performance with the lowest possible cost. The study is objecting creating a framework application that can be applied on life cycle of the office buildings in order to satisfy the functional, environmental, and psychological needs of the user. The study explores studying the problems, needs and weighed priorities of the two types of users, the employees and the visitors of the office building in the new cities by using several civil questionnaires and studies, in order to create evaluation criteria to be used in evaluating the office buildings in the new cities
