The rapid changes in business environment necessitates an equivalent serious adaption to business process. Therefore, the agility of business process became one of the mandatory aspects for business success. Business process technologies, today, are moving towards the cloud computing. It represents a trend to deliver services through a cloud paradigm, in order to maintain a competitive level. There are intrinsic problems in manipulating business processes because of the cross-functional areas among them which necessitate that cloud setting be established with interoperability consideration. The diversity of cloud providers with different features are very critical challenge, especially, in a multi-cloud environment. That is because cloud vendors, not only limit customers requirements, through a single-cloud paradigm, but most of them also, practice vendor lock-in attitude. This research presents a semantic cloud broker that manages and governs the cloud environment. It adds a level of abstraction to the cloud setting and a semantic level for understanding the context of services to facilitate the service provisioning. It acts as a top layer namely: Cloud Community that sets a common format as a meta-level whereas a cloud provider has his correspondence mapping Model. This research has adapted the notion of the declarative approach into the cloud community to provision complex services, based on, cloud setting. Cloud services have characteristics that are represented in highly dynamic operating environments. For this reason, enacted processes must evolve and adapt over time in response to evolution, including changes in the environment, addition of new tasks and execution results
