General note On May 24, 2010, with support from USAID, the Egyptian National Competitiveness Council (ENCC) launched its seventh annual report proposing a strategy to move Egypt to a green economy. It includes recommendations to make Egypt{u2019}s energy sector and construction industry 2more green3, ensuring new jobs and solutions to current problems that threaten the livelihoods of Egyptians. The report also highlights that while Egypt{u2019}s ranking on the Global Competitiveness Index (GCI) has improved from 81 to 70 this year, greater investment in human resources, labor market reforms, and improvement in the business environment is recommended. It notes that vulnerabilities in Egypt{u2019}s macro-economy, including high inflation and high unemployment rates, must be addressed
