Summary, etc.	تبحث هذه الدراسة مفهومًا حديثًا نسبيًا في مجال السياسة المائية الخارجية (الهيدروبولتكس) وهو مفهوم ”السلام الأزرق” وتحاول تطبيق مؤشراته الخارجية على دراستي حالة نهر الأمازون في أمريكا اللاتينية ونهر الدانوب في أوروبا. يعكس مفهوم السلام الأزرق حالة السلام السائدة بين دولتين أو أكثر نتيجة لتعاونهما في مجال الموارد المائية الذي ينتج عنه تعاون في مجالات متعددة القطاعات وعابرة للحدود. بحيث يحرص كل طرف على استمرار التعاون لتحقيق سلام إقليمي مستدام. يوضح السلام الأزرق أنه يمكن تحويل المياه من مصدر محتمل للصراع إلى أداة محتملة للتعاون والسلام. يؤكد مفهوم السلام الأزرق أنه لا توجد دولتان تتمتعان بإمكانية الحصول على مياه كافية ونظيفة وبأسعار معقولة ستخوضان حربًا في القرن الحادي والعشرين. تدرس الباحثة السلام الأزرق كأساس لاستخدام المياه المشتركة كمدخل لتوطيد العلاقات الإقليمية السلمية، مما يعني استخدامه كوسيلة لتحقيق السلام والتعاون. يقدم نهر الأمازون مثالاً ناجحًا للتعاون في مجال المياه أدى إلى تحقيق معدلات معقولةللسلام الأزرق. تشارك ثماني دول في حوض نهر الأمازون، وتم توقيع اتفاقية تعاون بين هذه الدول، ”معاهدة تعاون الأمازون” عام 1978، ثم تم إنشاء منظمة إقليمية لإدارة موارد هذا النهر الذي يعد من أكثر الموارد خصوبة حول العالم. منذ عام 1978، شهدت دول النهر تعاونًا مستمرًا في مختلف المجالات. يحتاج السلام الأزرق في منطقة الأمازون إلى المزيد من التطوير من خلال استغلال تحقق مؤشرات السلام الأزرق الخارجية لدعم تحقق المؤشرات الداخلية بشكل أكبر. أما التعاون بين دول حوض نهر الدانوب فقد وصل إلى مرحلة جيدةللسلام الأزرق. وقعت دول الدانوب على ”اتفاقية التعاون من أجل الحماية والاستخدام المستدام لنهر الدانوب” في عام 1994، ومنذ ذلك الحين، امتد وجود التعاون بين دول حوض نهر الدانوب ليشمل جميع المجالات الأخرى، مثل التعليم والاستثمار، السياحة والتصنيع. تعتبر منطقة نهر الدانوب واحدة من أكثر المناطق هدوءًا وتطورًا حول العالم.

Summary, etc.	The Blue Peace concept reflects the state of peace that prevails between two or more countries as a result of their cooperation in the field of water resources. So that each party is keen on continuing cooperation so that peace can remain. Blue Peace assumed that water can be transferred from potential source of conflict into a potential tool for cooperation and peace. The Blue Peace concept asserts that no two countries with access to sufficient, clean, and affordable water will go to war in the 21st century.<br/>The researcher studies the Blue Peace as a core to use the shared waters as an entry point for consolidating peaceful regional relations which means using it as a mean to achieve peace and cooperation.<br/>The Amazon River presents a successful example of water cooperation that can evolve into the state of Blue Peace. Eight countries participate in the Amazon River Basin, and a cooperation agreement was signed between these countries, ”The Amazon Cooperation Treaty” in 1978, then a regional organization was established to manage the resources of this river, which is one of the most fertile resources around the world. Since 1978, the river countries have witnessed continuous cooperation in various fields.<br/>As for cooperation between the countries of the Danube River Basin, it has reached the stage of Blue Peace. The Danube countries signed ” The convention on cooperation for the protection and sustainable use if the Danube” in 1994.Since then, the existence of cooperation between the countries of the Danube River Basin extended to include all other fields, such as education, investment, tourism and manufacture. The Danube river region is considered one of the most peaceful and developed regions around the world.<br/>
