Summary, etc.	تعتبر إدارة وتنظيم عمليات التنمية العمرانية واحدة من أبرز مهام الأجهزة الحكومية في الدولة وذلك ضمن الأطر العامة للتنمية الشاملة التي تهدف الدولة لتحقيقها، وترتكز عملية التنمية العمرانية على المخططات المنبثقة عن عمليات التخطيط العمراني، والتي من أهم مدخلاتها التوجهات والسياسات العامة للدولة، الغايات والأهداف على المستوى الوطني، الطموحات والرغبات والآمال المجتمعية، البيانات والمعلومات العمرانية مثل الخرائط المساحية الطوبوغرافية والعقارية، الصور الجوية والفضائية، الإحصاءات والتعدادات، المسوح الميدانية، والاجتماعية، ... الخ.<br/>وتمثل (قطعة الأرض) الوحدة الصغرى المكونة للتجمعات العمرانية، والتي تعتمد عليها عملية إدارة وتنفيذ مخططات التنمية العمرانية داخل التجمعات العمرانية في مصر سواء أكان ذلك في مراحل جمع المعلومات وتحليلها أو في مرحلة صياغة المخططات العمرانية أو في مراحل لاحقة لتنفيذ هذه المخططات على الأرض من خلال منشئات ومباني تعبر عن استعمالات الأراضي المقترحة بالمخططات العمرانية، وهو ما يمثل حاجة إلى تحقيق الوحدة المعرفية والمعلوماتية في مجال إدارة وتخطيط قطع الأراضي في ضوء توجه الدولة القوي لتحقيق التنمية المستدامة والتي بدورها ترتكز على عدد من المفاهيم الرئيسية أبرزها الحوكمة والحكم الرشيد الذي يعتمد على الشفافية وتبادل المعلومات.<br/>وفي هذا الصدد تتمثل الإشكالية التي يدور حولها البحث في "تحليل وتقييم لنظام المعلومات الحالي للتعامل على الأراضي كخطوة في طريق صياغة نظام شامل وحاكم لجميع عناصر عملية إدارة الأراضي في مصر"، وهو ما يمثل خطوة أولى نحو تطوير هذا النظام خاصة من النواحي الإدارية والقانونية التشريعية ومن ثم التقنية.<br/>وقد استخدم البحث مجموعة من المناهج المختلفة تبعاً لطبيعة كل جزء من البحث، فقد تم استخدام المنهج الاستقرائي لدراسة الخلفية النظرية لأسس تصميم وتقييم أنظمة معلومات الأراضي ودراسة القوانين والتشريعات المنظمة للتعامل على الأراضي في مصر، في حين تم استخدام المنهج التحليلي المقارن لدراسة التجارب السابقة المماثلة سواء العالمية أو المحاولات المحلية السابقة وتحليل موقف الجهات المتعاملة على الأراضي في مصر فيما تم استخدام المنهج التطبيقي لدراسة الحالة المصرية وفي النهاية المنهج الاستنباطي للوصول إلى النتائج والتوصيات.<br/>وقد خلص البحث في النهاية إلى تحديد ما إذا كان هناك نظام لمعلومات الأراضي في مصر مع توصيف حالة هذا النظام وأجزاءه ومكوناته والجهات المتداخلة فيه، وصولا إلى النقاط السلبية والإيجابية لهذا النظام، وفرص التحسين عليه.<br/><br/>

Summary, etc.	Land information systems are a tool to support planning and management processes to follow up the implementation of projects within cities, especially in light of the general trend towards sustainable urban communities, which represents one of the sustainable development goals of the United Nations. It focuses on a number of key concepts and good governance, which is based on transparency and information exchange.<br/>Despite the great importance of land information systems, the Egyptian case in this field is characterized by the weakness of the current information infrastructure of lands in Egypt, the dispersion in recording and following up data on land plots between the various parties dealing with land, and the high costs of dealing on land plots by citizens or stakeholders. In addition to the challenges facing the preparation and implementation of urban development plans and guides that face those in charge of preparing and implementing these plans, there are many problems related to monitoring and analyzing data on plots of land, as well as the difficulty of following up the implementation of plans according to the plans set for the lack of systems that allow achieving unity of knowledge and integration in data. This was the motive behind the preparation of this research with the aim of evaluating the efficiency of the land information system in the Egyptian urban construction as a tool to support the management of urban development or, more precisely, the management of dealing with urban lands.<br/>To reach this goal, the course and methodology of this research was formulated, as it develops in stages, the most important components and outputs of which can be summarized as follows:<br/><br/>
