دراسة وصفية تحليلية تهدف إلى وصف وتحليل الخدمات الحكومية المتاحة عبر مواقع بوابات المعلومات الجغرافية في الوطن العربي، حيث تتناول نشأة بوابات المعلومات الجغرافية ، وماهيتها وفئاتها وخدماتها ، وأهمية المعلومات الجغرافية، وحرية تداولها عبر تلك البوابات ، مع رصد المبادرات العربية،والعالميةالتي تخص إدارة المعلومات الجغرافية المكانية، وأهم مؤشرات حكومات الدول لجاهزية البنية التحتية المكانية، وسياسية البيانات الجغرافية المفتوحة ، وعرض تجارب الحكومات فى إنشاء بوابات المعلومات الجغرافية ، وتبدأ الدراسة بمقدمة منهجية وافية توضح أهميتها، وأهدافها، والمنهج المتبع، و مجتمع الدراسة، ثم استعرض الإنتاج الفكري العربي والأجنبي في موضوع الدراسة، وتحليل وتقييم مواقع بوابات المعلومات الجغرافية فى الوطن العربي محل الدراسة ، ومعرفة ما جودتها فى تقديم الخدمات الحكومية الإلكترونية ،علاوة على تقديم الباحثة لتصور مقترح لتطوير بوابات المعلومات الجغرافية في الوطن العربي . واعتمدت الدراسة على المنهج الوصفي التحليلي، بأسلوبه المسحي ،لوصف وتحليل مواقع البوابات، وبالإستعانة بقائمة مراجعة تتضمن عناصر المواصفات الستة ( الجوانب الملموسة - الاعتمادية والموثوقية- الإستجابة - الثقة والأمان - التفاعل مع المستخدمين - جودة البيانات ) بمعيار تقييم البوابات الإلكترونية (PQM ) ، وهو أحد أهم المعايير العالمية لتقييم جودة البوابات الإلكترونية ، وأداة الملاحظة المباشرة كأدوات جمع البيانات حول موضوع الدراسة، ويمثل مجتمع الدراسة من عدد (12) موقعًا لبوابات المعلومات الجغرافية في الوطن العربي المتاحة على شبكة الإنترنت، وذلك لمعرفة مدي جودتها فى تقديمها للخدمات الحكومية الإلكترونية ، بهدف تقديم تصور مقترح من الباحثة لتطوير بوابات المعلومات الجغرافية في الوطن العربي ، لكي تكون بشكل أفضل في تقديم خدمات المعلومات لجميع المستفيدين. قد توصلت الدراسة إلى مجموعة من النتائج أبرزها:- حصلت المنصة الجيومكانية الوطنية السعودية على المرتبة الأولي في جودة البوابة ،وتقديمها للخدمات الحكومية الإلكترونية بنسبة (91,6 %)، وقد حرصت جميع بوابات المعلومات الجغرافية في الوطن العربي على توافر الجهة المختصة بحقوق الملكية الفكرية والنشر على موقع البوابة بنسبة 92% بإستثناء موقعًا واحدًا هو البوابة الإلكترونية لنظم المعلومات الجغرافية للكويت، وقد أهملت جميع مواقع بوابات المعلومات الجغرافية فى الوطن العربي، وجود سياسة الأمن والخصوصية فى مواقعها بإستثناء عدد(3) بوابات وهي (المنصة الجيومكانية الوطنية السعودية – منصة الخرائط الإحصائية الجيومكانية 1Map الإمارات - بوابة مصر المعلوماتية الجغرافية ) بنسبة 25 % . و تميز كلاً من موقع (المنصة الجيومكانية الوطنية السعودية - منصة الخرائط الإحصائية الجيومكانية 1Map الإمارات- بوابة السودان المكانية) بميزة وجود الروابط الخارجية لبوابات أخرى ذات صلة بمواضيع موقع البوابة بنسبة 25%. |

A descriptive and analytical study aims to describe and analyze government services available through geographic information portal sites in the Arab world. It deals with the emergence of geographic information portals, their nature, categories, and services, the importance of geographic information, and the freedom to circulate it through those portals, while monitoring Arab and international initiatives related to geographic information management. Spatial data, and the most important indicators of countries’ governments for the readiness of spatial infrastructure, open geographic data policy, and presenting governments’ experiences in creating geographic information portals, as well as analyzing and describing the portals and their quality in providing electronic government services. The study begins with a comprehensive methodological introduction that explains its importance, its objectives, and the approach followed. And the study community, then reviewed the Arab and foreign intellectual production on the subject of the study, analyzed and evaluated the sites of geographical information portals in the Arab world under study, and found out their quality in providing electronic government services, in addition to the researcher presenting a proposed vision for developing geographical information portals in the Arab world. The study relied on the descriptive analytical approach, using a survey method, to describe and analyze portal sites, and using a checklist that includes the six specifications elements (Tangible - reliability - responsiveness - Assurance - Empathy with users - Data quality) according to the electronic portals evaluation standard (PQM), which is One of the most important international standards for evaluating the quality of electronic portals, and a direct observation tool as a tool for collecting data on the subject of the study. The study population represents a number of (12) geographical information portal sites in the Arab world available on the Internet, in order to determine the extent of their quality in providing electronic government services, with the aim of Presenting a vision proposed by the researcher for developing geographical information portals in the Arab world, in order to better provide information services to all beneficiaries. The study reached a set of results, most notably: - <br/>The National Geospatial Platform of the Kingdom of Saudi Arabia ranked first in the quality of the portal and its provision of electronic government services with a rate of (91.6%), All geographic information portals in the Arab world were keen on the availability of the authority concerned with intellectual property and publishing rights on the portal site by 92%, with the exception of the electronic portal for geographic information systems for Kuwait. All geographic information portal sites in the Arab world neglected the presence of a security and privacy policy in their sites, with the exception of three Portals (The National Geospatial Platform of the Kingdom of Saudi Arabia - 1Map is UAE’s national geostatistical platform – Egyptian Geospatial Information Portal) by 25% . Each of the websites (The National Geospatial Platform of the Kingdom of Saudi Arabia - 1Map is UAE’s national geostatistical platform - Sudan Geoportal) were distinguished by the advantage of having external links to other portals related to the topics of the portal site by 25%. The study came out with a set of recommendations: Urge the governmental institutions responsible for the sites of geographic information portals in the Arab world to develop the geographic information industry with these portals and spread public awareness of the importance of these portals and the information they provide of interest to citizens and decision-makers and the benefits they achieve in the field of scientific research. The need for Arab countries to pay attention to the language component when creating their geographic information portal sites and making them available, whether in the official language of the country, Arabic or English, and designing the site in several languages, in order to ensure the speed and efficiency of those sites and the beneficiary’s access to them from all search engines at the local, Arab and international levels. |
