أصبحت حالة البيئة العالمية حرجة خلال العقود القليلة الماضية في بعض الجوانب نتيجة للتحضر المتزايد وللنمو الاقتصادي السريع والاستقطاب الاجتماعي وكذلك الضغط المستمر على النظم البيئة المختلفة، مما ادي الي ظهور مجموعة من التحديات البيئية التي تؤثر بشكل مباشر على الصحة البيئية وحيوية النظام البيئي وبالتالي الضغط على الموارد الطبيعية والنظم البيئية والتنمية غير المتكافئة, وهو ما يؤدي إلى ضرورة العمل علي زيادة الوعي البيئي للحفاظ على تلك الموارد والنظم، كما يعتبر الربط بين كل من حوكمة الموارد الطبيعية وبين الاستهلاك والإنتاج المستدام لتلك الموارد والنظم من أهم سبل تفعيل الإدارة الرشيدة لموارد الطبيعية واستدامها كأساس لتحقيق التنمية المستدامة. وعليها فنحن بحاجة إلى أدوات ومؤشرات للعمل معها بهدف تقليل التأثير على البيئة وتعزيز الظروف البيئية واتخاذ خطوات لحماية البيئية وعليها يسعي البحث الي تحقيق الاستدامة البيئية من خلال التقييم البيئي من منظور مؤشرات الأداء البيئي بالتطبيق على النظام الزراعي بهدف تقليل التأثيرات السلبية واتخاذ إجراءات الحماية سيتم الاعتماد علي أداة مؤشرات تقييم الأداء البيئي EPI كأحد أدوات تقييم الأداء البيئي وكذلك الاعتماد علي الاطار المنهجي eDPSEEA والتطبيق بدراسة حالة (محافظة الفيوم) لتقييم الأداء البيئي بها وتحديد نقاط الضعف بالقطاعات الأساسية بها ووضع مجموعة من السياسات التي تعمل علي تحقيق الاستدامة وليس فقط وضع السياسات ولكن أيضا تحديد أولويات تطبيقها طبقا للتقييم الخاص بمنطقة الدراسة وذلك للوصول الي تحقيق استدامة التنمية العمرانية بالتجمعات من منظور النظم البيئية الزراع |

The world is witnessing a progressive surge in urbanization, with urban regions accommodating approximately 50% of the global populace while consuming nearly 75% of its natural resources. This trend exerts sustained pressure on environmental ecosystems, potentially precipitating disruptions therein. Thus, the imperative to sustainably manage resource utilization and curtail environmental impacts within acceptable thresholds emerges as a paramount contemporary challenge." (Breabăn et al., 2013; Telnes, 2017)<br/>Since the latter quarter of the twentieth century, Egypt has witnessed pronounced development and exploitation of its natural resources to address the escalating economic demands of its swiftly expanding populace. Consequently, environmental challenges have surged, manifesting in diminished agricultural productivity, alongside air, water, and soil contamination. This scenario engenders considerable strain on Egypt's finite natural resource base. Despite implemented reforms, these issues have persisted, adversely affecting the ecology. A report by the World Bank disclosed that the estimated economic toll of these environmental and health ramifications amounted to 2.5% of Egypt's gross domestic product in the fiscal year 2016–2017. Over the past decades (Amin, 2021)<br/>If we are to embark on formulating measures that safeguard both environmental systems and human health and well-being comprehensively, sustainably, and justly across multiple generations, we necessitate tools and indicators for action. Which aims to mitigate environmental impact, enhance environmental conditions, and undertake steps to protect ecosystems. Consequently, the world has initiated the utilization of a range of principles, frameworks, and tools deemed to be means to gauge environmental improvement. Frameworks and tools facilitate the exploration of interconnected links and their management at a systemic level. Such approaches enable policies to effectively support a multitude of social, economic, and environmental objectives aimed at promoting human welfare.<br/>The study undertakes an evaluation of the sustainability of urban development within Egyptian communities, focusing on the agricultural ecosystem framework through the lens of environmental performance assessment. This entails a comprehensive examination of environmental systems, with particular emphasis on the agricultural ecosystem, and an analysis of the challenges confronting this system. Subsequently, the research identifies the most suitable tool for assessing environmental performance, opting for the Environmental Performance Index (EPI) as a primary assessment instrument. Moreover, the study adopts the methodological framework of the Ecosystem enriched Drivers-Pressure-State-Exposure-Effect-Action (eDPSEEA) model to elucidate the intricate relationship between environmental systems and human activities. This theoretical framework is then applied in a case study of the Fayoum Governorate to evaluate environmental performance and pinpoint weaknesses within its core sectors. Additionally, the research formulates a series of policies aimed at fostering sustainability, not only in terms of policy formulation but also by delineating priorities for implementation based on the assessment specific to the study area. The overarching objective is to foster sustainability in urban development within communities, with a keen focus on the agricultural ecosystem paradigm. |
