| Summary, etc. | تعد مشكلة الفقر والحرمان الحضري من أهم المشكلات الاجتماعية والاقتصادية على المستوى العالمي، حيث يقع قرابة 700 مليون إنسان من سكان الحضر تحت خط الفقر المدقع طبقا لبيانات البنك الدولي في عام 2017م، كما تشير أغلب الدراسات المعنية بظاهرة الفقر والحرمان خلال العقدين الأخيرين إلى غياب التوزيعات والتباينات المكانية، واهتمت بالتعرف على الظاهرة وقياس عناصرها وعواملها المختلفة، والتي أكدت حقيقة أن الفقر ظاهرة معقدة ومتعددة الأبعاد - لا يمكن اختزال قياسه فقط من الناحية النقدية- بل ينشأ من تفاعل العمليات الاقتصادية والسياسية والاجتماعية والعمرانية. ومن خلال دراسة إشكاليات رصد وقياس الفقر والحرمان الحضري ومميزاتها الإيجابية ونقاط الضعف، ودمج تحليل وتحديد النطاقات المكانية تمكن البحث من الوصول إلى تطوير نموذج منهجي مقترح لضبط القياس ورفع كفاءه رصد التوزيع المكاني لتعزيز كفاءة التخطيط وصناعة سياسات التنمية الحضرية المستدامة. |

| Summary, etc. | The problem of poverty and urban deprivation is one of the most important social and economic problems at the global level, as nearly 700 million urban residents fall below the extreme poverty line, according to World Bank data in 2017. And most studies concerned with the phenomenon of poverty and deprivation during the last two decades indicate the absence of spatial distributions and disparities, that was interested in identifying the phenomenon and measuring its various elements and factors, which confirmed the fact that poverty is a complex and multi-dimensional phenomenon - its measurement cannot be reduced only in monetary terms - but arises from the interaction of economic, political, social and urban processes. By studying problems of monitoring and measuring poverty and urban deprivation, their positive advantages and weaknesses, and integrating the analysis and determination of spatial scopes, the research enabled the development of a systematic model to control measurement and raise the efficiency of monitoring the spatial distribution to enhance efficiency of planning and manufacture of sustainable urban development policies. |
