Summary, etc. This thesis reviews the pluvial flood risk management evolution over the recent decades on global and national scales. Focusing on how the evolutionary Urban Resilience practices (along with Nature-Based solutions and Climate Change Adaptation) would work as an integrated approach to enhance multifunctionality levels of sustainable urban planning and design. This integration eventually leads to more pluvial flood-resilient cities and more sustainable urban water resources simultaneously. The proposed risk reduction framework facilitates the resilience operationalizing process by introducing a design equation that measures the relationship between sustainability and urban resilience sectors, in addition to prioritized strategies for enhancing flood resilience and wastewater management within the Egyptian local scale.

Summary, etc. تتناول الرسالة تداعيات العمران المكثف والتغير المناخي على زيادة وتيرة المخاطر الهيدرومناخية، وتطور إدارة مخاطر الفيضانات الحضرية والسيول عبر العقود الأخيرة على الصعيدين العالمي والمحلي، مع التركيز على مساهمة المدخل المتكامل لممارسات المرونة الحضرية والحلول التصميمية الطبيعية وممارسات التكيف المناخي في تحسين التعددية الوظيفية للتخطيط والتصميم الحضري المستدام. ويؤدي هذا التكامل المنهجي بالتبعية لتخطيط مدن أكثر مرونة وصمودا ضد مخاطر الفيضانات والسيول، وأكثر استدامة من حيث الموارد المائية في الوقت ذاته. ويساهم إطار تقليل المخاطر المقترح في التطبيق العملي لنظرية المرونة الحضرية عبر تطوير معادلة تصميمية تقيس علاقة الاستدامة بركائز المرونة، بالإضافة إلى أولويات استراتيجية من شأنها رفع كفاءة العمران أمام الفيضانات الحضرية والسيول وإدارة الموارد المائية الغير مستغلة داخل القطر المحلي المصري.
