في ضوء التوجهات العالمية كالثورة الصناعية الرابعة ومع الزيادة الملحوظة في النمو العمراني والاقتصادي، والخلل والتدهور والتلوث البيئي السريع الذي يرتبط ارتباطا وثيقا بالأنشطة الصناعية وتزايدها من جهة أخري، بالإضافة إلى الافتقار إلى الرؤي والسياسات طويلة المدي وضعف كفاءة بعض النظم المؤسسية والتنظيمية والقانونية في تحقيق التنمية المستدامة. وتستهدف مصر من خلال استراتيجية التنمية المستدامة 2030 تنمية القطاع الصناعي من خلال الارتكاز على الصناعات القائمة على التكنولوجيا (صناعات الجيل الرابع )، إلا انه لا يوجد منهجية استباقية لتقييم الخطط والبرامج والسياسات التنموية لتنمية المناطق الصناعية لتوطين واستيعاب صناعات الجيل الرابع، مما أدى إلى وجود العديد من المعوقات والتحديات لتنمية وتطوير المناطق الصناعية منها التكنولوجية والاقتصادية والبيئية والتشريعية والاجتماعية. لذلك يهدف البحث إلى صياغة إطار منهجي للتقييم البيئي الاستراتيجي لتقييم مدى جاهزية المناطق الصناعية المصرية على توطين صناعات الجيل الرابع . من خلال مجموعة من الاهداف الفرعية منها ادراج واستخدام مفهوم صناعات الجيل الرابع كأحد الخطوات الاساسية لتطوير اتجاهات تنمية المناطق الصناعية، وتحديد المؤشرات التي تدعم دور منهج التقييم البيئي الاستراتيجي في تنمية المناطق الصناعية لتوطين صناعات الجيل الرابع، وتحديد السياسات التي تدعم تنمية المناطق الصناعية وتعزز مبادئ واهداف التنمية المستدامة.حيث يجاوب البحث على سؤال رئيسي وهو ماهو الإطار المنهجي الانسب للتقييم البيئي الاستراتيجي القادر على تطوير اتجاهات تنمية المناطق الصناعية لتوطين صناعات الجيل الرابع . ويأتي أهميته في كونه يقترح منهج يعمل على دمج جميع الابعاد قبل واثناء وبعد الخطط والبرامج والسياسات والاستراتيجيات للمناطق الصناعية. وذلك بهدف تحويل المشاكل الى مورد وذلك طبقا لابعاد ومعايير ومؤشرات ملائمة للحالة المصرية وتحقق التنمية الصناعية المستدامة.<br/>ويتكون البحث من ثمن فصول رئيسية، وكل فصل مدخل للفصل الذي يليه ويتسلسل في خطوات عمل مترابطة تشكل المنهجية حيث إن الفصل الأول يتكون من المقدمة (الإطار البحثي العام) باستخدام المنهج الاستقرائي، الفصل الثاني تطوير وتنمية انماط المناطق الصناعية " الجيل الرابع من الصناعات ، الفصل الثالث اطر وادوات التأثير للتحول وتنمية المناطق الصناعية لتستوعب صناعات الجيل الرابع ، التقييم البيئي الاستراتيجي كأداة لتقييم مدى استيعاب المناطق الصناعية لتوطين صناعات الجيل الرابع ، الفصل الخامس، التجارب والممارسات العالمية والاقليمية " من خلال المنهج الاستقرائي والتحليل المقارن " ، والفصل السادس الإطار المنهجي المقترح: المنهج المقترح لتقييم البيئي الاستراتيجي كمدخل لتقييم مدى جاهزية المناطق الصناعية المصرية على توطين صناعات الجيل الرابع" من خلال المنهج التحليلي والاستنتاجي والاضافة العلمية المتوقعة، والفصل السابع، الإطار التطبيقي للمنهج المقترح " اختبار مدى ملائمة الاطار المنهجي لتقييم مدى جاهزية المناطق الصناعية المصرية على توطين صناعات الجيل الرابع ، والفصل الثامن والأخير النتائج والتوصيات من خلال استخدام المنهج الاستنتاجي للبحث.<br/>وقام الباحث بصياغة إطار منهجي للتقييم البيئي الاستراتيجي لتقييم مدى جاهزية المناطق الصناعية المصرية على توطين صناعات الجيل الرابع. |

In light of global trends such as the Fourth Industrial Revolution, and with the noticeable increase in urban and economic growth, there is a closely linked rapid environmental degradation, pollution, and imbalance due to industrial activities. Additionally, there is a lack of long-term vision and policies, and some institutional, organizational, and legal systems are inefficient in achieving sustainable development. Egypt aims, through its Sustainable Development Strategy 2030, to develop the industrial sector by focusing on technology-based industries (Fourth Generation Industries or Industry 4.0). However, there is a lack of proactive methodology for assessing the plans, programs, and developmental policies for the development of industrial areas to localize and absorb fourth-generation industries, leading to various obstacles and challenges in developing and improving industrial areas, including technological, economic, environmental, legislative, and social aspects. Therefore, this research aims to formulate a methodological framework for strategic environmental assessment to evaluate the readiness of Egyptian industrial areas to localize fourth-generation industries (Industry 4.0). This includes incorporating the concept of fourth-generation industries as a basic step in developing industrial area development trends, identifying indicators supporting the role of the strategic environmental assessment methodology in developing industrial areas, and determining policies that support the development of industrial areas and enhance sustainable development principles and goals. The research responds to the main question of what is the most suitable methodological framework for the strategic environmental assessment capable of developing trends for the localization of fourth-generation industries. The importance of this research lies in proposing a method that integrates all dimensions before, during, and after plans, programs, and strategies for industrial areas, aiming to transform problems into resources according to sustainable development criteria and dimensions. The research consists of seven main chapters, each leading into the next, forming a coherent methodological sequence. The first chapter includes the introduction (general research framework) using an inductive approach, the second chapter discusses the development trends of fourth-generation industrial areas, the third chapter covers strategic environmental assessment of industrial areas, the fourth chapter studies global, regional, and local experiences and plans using inductive and comparative analysis methods, the fifth chapter formulates the proposed methodology for strategic environmental assessment as a development approach for Egyptian industrial areas using analytical and deductive methods, the sixth chapter prepares the practical framework for the proposed methodology, and the final chapter presents results and recommendations using a deductive research approach.<br/>The researcher has formulated a methodological framework for the strategic environmental assessment to evaluate the readiness of Egyptian industrial areas for localizing fourth-generation industries. |
