| Summary, etc. | ظهرت أهمية الاستعانة بتقنيات الذكاء الاصطناعي - وخاصة الشرطة التنبؤية-؛ وذلك للإدارة الاستباقية للأزمات الأمنية، كما ظهرت الحاجة للاستعانة بأدوات العدالة التنبؤية، وذلك للقضاء على أزمة بطء التقاضي. <br/>وهو ما استلزم تتبع استخدام هذه التقنيات، وقياس مدى فاعليتها في إنفاذ القانون من خلال التحقق من الفرضية الرئيسية H0)) - وما تفرع عنها من فرضيات- ، وهي عدم وجود ارتباط بين تقنيات الذكاء الاصطناعي وإنفاذ القانون. والفرضية (H1)، وهي وجود ذلك الارتباط. وقد تم اختبار هذه الفرضية باستخدام أسلوب اختبار الفروق، وذلك بمقارنة مدة الفصل في القضايا عينة البحث، وكذلك من خلال الدراسة الميدانية والتحليل الإحصائي الوصفي لإجابات عينة البحث، وقياس كفاءة إدارة الأزمات باستخدام تحليل المسافة الإقليدية. وقد أظهرت النتائج وجود علاقة لها دلالة إحصائية بين فاعلية أنظمة الذكاء الإصطناعي وإنفاذ القانون وإدارة الأزمات، وذلك عند مستوى ثقة 99%، وقد بلغ معامل الارتباط 0.871 بحجم تأثير 3,152، وهو ارتباط ذو تأثير قوي جدًّا؛ لذلك رُفِضَ فرض العدم. كما أكدت النتائج على وجود فروق لها دلالة إحصائية في الوقت المستغرق للفصل في القضايا بين عامي 2021 و 2022، وقد وصل الفارق إلي 42%، 96 % علي التوالي لصالح عام 2022؛ لذلك رُفِضَ فرض العدم. كما ظهر من تحليل المسافة بين المحاكم، وبين الخدمات حولها تباين المحافظات المصرية في كفاءة إدارة الأزمات. |

| Summary, etc. | The importance of using artificial intelligence techniques - especially predictive policing - has emerged; for the proactive management of security crises, as has the need to use predictive justice tools, in order to eliminate the crisis of slow litigation. This necessitated tracking the use of these techniques, and measuring their effectiveness in law enforcement by verifying the main hypothesis (H0) - and its derivative hypotheses - which is the absence of a link between artificial intelligence techniques and law enforcement. The hypothesis (H1), which is the existence of this relationship. This hypothesis was tested using the difference test method, by comparing the duration of adjudication in the research sample cases, as well as through the field study and descriptive statistical analysis of the research sample's answers, and measuring the efficiency of crisis management using Euclidean distance analysis. The results showed a statistically significant relationship between the effectiveness of artificial intelligence systems, law enforcement, and crisis management, at a confidence level of 99%, and the correlation coefficient reached 0.871 with an effect size of 3,152, which is a very strong correlation; therefore, the null hypothesis was rejected. The results also confirmed the existence of statistically significant differences in the time taken to adjudicate cases between 2021 and 2022, and the difference reached 42% and 96% respectively in favor of 2022, i.e. after the application of electronic filing of lawsuits; therefore, the null hypothesis was rejected. The analysis also showed the relationship between the courts and the services that differ from them in their efficiency management. |
