| Summary, etc. | نظراً لما تشهده الدولة المصرية من توسعات وامتدادات عمرانية قد امتدت لأكثر من خمسة عقود، تناولت خلالهم الدولة عدة محاولات لحل مشكلة الإسكان من خلال تلك المدن العمرانية الجديدة التي لا طالما هدفت الى استيعاب تضخم معدلات النمو السكاني المتزايد، إلا أن تلك المحاولات لم تؤتى ثمارها حيث أثبتت التجارب السابقة وخبرات تشييد تلك المدن أن إهمال تطور وتغير الأحتياجات الأساسية للسكان أمر في غاية الخطورة وينعكس سلبا على القدرة على الإستمرار بالمعيشة داخل المناطق السكنية، مما يستدعي الساكن إلى تلبية احتياجاته ومتطلباته المتغيرة بشكل ذاتي وعشوائي، فينتج عنه التعديات والتشوهات الوظيفية والبصرية داخل المناطق السكنية أو هجر المناطق السكنية وإهدار الموارد، وذلك نتيجة لعدم توافر التخطيط المسبق المرن الذي يسمح للساكن بتلبية احتياجاته المتغيرة وتطور متطلباته بشكل مستمر طبقا للتغيرات الإجتماعية المحيطة .ومن هنا يأتي دور الدراسة البحثية التي نحن بصددها، في صياغة مجموعة من المؤشرات لتحقيق مفهوم المرونة داخل المناطق السكنية بالتجمعات العمرانية الجديدة، والذي يهدف الى مواكبة تطور احتياجات السكان داخل المناطق السكنية، حيث يتناول البحث دراسة مجموعة من مفاهيم المرونة المختلفة "Flexibility"، وكذلك دراسة مستوايات التحقيق ومراحل التطبيق المرتبطة بمراحل التخطيط والتنفيذ لمنطقة سكنية جديدة، ومن ثم دراسة دور مبادئ تحقيق المرونة في تلبية ومواكبة تطور احتياجات فئة محدودي الدخل والذي يتطلب دراسة وتحليل تطور مفهوم المرونة في تخطيط مناطق اسكان محدودي الدخل. كما يتناول البحث مجموعة من التجارب العالمية المختلفة التي اتخذت مفهوم المرونة وتحقيق مبادئة كمدخل لحل مشكلة الأسكان وتخطيط المناطق السكنية، مع الوضع في الأعتبار خصوصية الحالة المصرية متمثلة في إدراك الأمكانيات المتاحة وفهم العقبات المواجهة، ومن خلال الدراسة النظرية ومجموعة التجارب يمكن الوصول لمجموعة المؤشرات المبدئية لتحقيق المرونة داخل المناطق السكنية لمحدودى الدخل، حيث يتم تدقيق هذه المؤشرات من خلال العرض على الخبراء والمتخصصين في مجال العمران للمساهمة في صياغة مصفوفة المؤشرات النهائية القابلة للتطبيق لتحقيق المرونة داخل مناطق إسكان محدودي الدخل بالمجتمعات العمرانية الجديدة. |

| Summary, etc. | Due to what the Egyptian state is witnessing in terms of urban expansions that have spanned for more than five decades, during which the state made several attempts to solve the housing problem through those new urban cities that have always aimed at absorbing inflation rates of increasing housing growth, but these attempts did not succeed. Previous experiences of constructing these cities proved that neglecting the change and development of the basic needs of the population is a very dangerous matter and negatively affects the ability to continue living within residential areas. Which requires the inhabitant to meet his changing needs in a self- and random manner, results in encroachments, functional and visual distortions or the abandonment of the residential areas and waste of resources, as a result of the lack of flexible pre-planning that allows the inhabitant to meet his needs, change and development requirements continuously according to the surrounding social changes. The role of the research study comes in formulating a set of indicators to achieve the concept of flexibility within residential areas, which aims to keep pace with the development of the needs of residents. As well as studying the levels of investigation and implementation stages related to the stages of planning of a new residential area, and then studying the role of the concept and principles of achieving flexibility in meeting and keeping pace with the development of the needs of the low-income group, which requires studying and analyzing the development of the concept of flexibility in planning low-income housing areas. The research also deals with a group of different international experiences that have adopted the concept of flexibility and its principles as an approach to solving the housing <br/>problem and planning residential areas, taking into account the specificity of the Egyptian case represented in realizing the available possibilities and understanding the obstacles facing. <br/>Through the theoretical study and a group of experiments it is possible Access to a set of initial indicators to achieve flexibility, as these indicators are checked by presenting to experts and specialists in the field of urbanization to reach a matrix of final indicators to achieve flexibility |
