تعد مشروعات الربط الكهربائى من المشروعات القومية والإستراتيجية الكبرى حيث يتطلب إنشائها إجراء العديد من الدراسات وإنفاق استثمارات ضخمة وتنسيق سياسى بين الدول وتوقيع اتفاقيات دولية وبالرغم من كل هذه الإجراءات والإستثمارات فإن نسبة استخدام مشروعات الربط الكهربائى في الوطن العربى وفى مصر تحديدا تعتبر منخفضة جدأ وتصل أحياناً كثيرة إلى أقل من 10%، مما يعد هدراً لهذه الإستثمارات. وطبقاً للإجراءات الحالية التي يجرى اتخاذها من قبل قطاع الكهرباء في مصر لتحرير سوق الكهرباء المحلى، وهى تعد خطوة أولى للربط مع دول أوروبا والتي تطبق قواعد سوق الكهرباء الحر على تجارة الكهرباء عبر مشروعات الربط الكهربائى، في حين أن تجارة الطاقة بين مصر ودول الجوار تتم عن طريق اتفاقيات ثنائية لتبادل الطاقة ولاتطبق قواعد السوق في هذه الإتفاقيات. مما سبق رأت الباحثة أهمية دراسة الآثار المترتبة على عدم استخدام منهجيات الجودة فى إدارة مشروعات الربط الكهربائى وتحديداً Lean Six Sigma بهدف إدارة هذه المشروعات بشكل اقتصادى وتقليل الهدر في الإستثمارات وتكاليف التشغيل والوقت المستغرق في اكتشاف الأعطال وإصلاحها، بالإضافة إلى تجنب حدوث الأعطال. وقد أظهرت نتائج الدراسة وجود علاقة بين أبعاد منهجية LSS وأداء مشروعات الربط الكهربائي وهى دعم الإدارة العليا، والتحسين المستمر، والوقت. كما أوضحت الدراسة بعض المعوقات التي قد تؤدى لعدم نجاح منهجية LSS حال تطبيقها، مثل عدم اقتناع الإدارة العليا بأهمية استخدامها، وعدم تدريب العاملين وتحفيزهم لتطبيق مبادئها. وقد أوصت الدراسة بضرورة زيادة التوعية بفوائد منهجية LSS عن طريق تنظيم ورش عمل ودورات تدريبية للإدارة العليا حول أهمية الجودة والتحسين المستمر، وتوفير برامج تدريبية مستمرة لتطوير مهارات العاملين وتحسين قدراتهم، وتشجيع العاملين على تقديم أفكار جديدة لتحسين العمل، بالإضافة إلى تحليل ودراسة الانحرافات بشكل دوري وتحديد المسؤولين عنها ، وتطبيق إجراءات تصحيحية لمنع تكرار الأخطاء وتحقيق التحسين المطلوب. واقترحت الباحثة الاستعانة بخبراء لتدريب الإدارة العليا وإنشاء إدارة جديدة بقطاع الجودة بالشركة، تكون مهمتها تطبيق أدوات التحليل الإحصائي لتحديد المشكلات وتحليلها بدقة، وإيجاد الحلول المناسبة لها على المستويين الفني والإداري |

Cross border interconnection projects are major national and strategic initiatives that require extensive studies, significant investments, political coordination between countries, and the signing of international agreements. Despite these efforts and investments, the utilization rate of electricity interconnection projects in the Arab world, and specifically in Egypt, is very low, often falling below 10%, which represents a waste of these investments. According to the current procedures being undertaken by the electricity sector in Egypt to liberalize the local electricity market, this is considered a first step towards interconnection with European countries, which apply free market rules to electricity trade through interconnection projects. Meanwhile, energy trade between Egypt and neighboring countries is conducted through bilateral agreements for energy exchange, which do not apply market rules. Given this context, the researcher saw the importance of studying the impact of not using quality methodologies in managing electricity interconnection projects, specifically Lean Six Sigma (LSS), with the aim of managing these projects economically, reducing waste in investments, operating costs, and the time taken to detect and repair faults, as well as preventing faults from occurring. The study results showed a relationship between the dimensions of the LSS methodology and the performance of electricity interconnection projects, namely top management support, continuous improvement, and time. The study also highlighted some obstacles that may lead to the failure of the LSS methodology if applied, such as the lack of conviction of top management about its importance, and the lack of training and motivation for employees to apply its principles. The study recommended increasing awareness of the benefits of the Lean Six Sigma (LSS) methodology by organizing workshops and training sessions for senior management on the importance of quality and continuous improvement. It also suggested providing continuous training programs to develop employees’ skills and enhance their capabilities, encouraging employees to present new ideas for work improvement, periodically analyzing and studying deviations to identify those responsible, and implementing corrective actions to prevent the recurrence of errors and achieve the desired improvement. The researcher also proposed seeking experts to train senior management and establishing a new quality department within the company. This department’s task would be to apply statistical analysis tools to accurately identify and analyze problems and find appropriate solutions at both the technical and administrative levels. |
