هدفت هذه الدراسة إلى التعريف بالأزمة السورية وأسبابها وأبعادها وإفرزاتها وأسباب استمرارها على مدار 15 عاما وحتي إنجاز هذا العمل، ومن ثم تسليط الضوء على تجربة الإدارة الذاتية الديمقراطية لإقليم شمال وشرق سوريا - دراسة حالة. هذه التجربة التي ولدت من رحم الأزمة السورية كأحد الحلول لتجاوزها، عبر تبنيها لنظام حكم لامركزي. وقد قام البحث الحالي بتعريف اللامركزية، وتناولها بشيء من الاستفاضة. عبر تسليط الضوء على أشكالها وأنواعها، وأبعادها وأهميتها ومزاياها وعيوبها. وإجراء مقارنة بينها وبين المركزية. واتضح من خلال البحث، واعتمادنا على منهج البحث التاريخي والوصفي؛ بأن اللامركزية نموذج من نماذج النظم الحاكمة التي تفضي إلى تحقيق الحوكمة الرشيدة، والمواطنة الحقيقية، والعدالة الاجتماعية. وفيما تكفّلت أسباب عديدة وظروف معقدة بإيصال سوريا إلى نظام حكم شديد المركزية؛ فإن هذا النظام خلق أوضاعًا سياسية واقتصادية واجتماعية كانت كفيلة باندلاع ثورة شعبية تحولت فيما بعد إلى أزمة سياسية. كما تضافرت عليها أسباب داخلية تتعلق ببنية النظام الحاكم، وغياب مشروع بديل من قبل المعارضة، وصراع لأجل السلطة والنفوذ وليس التغيير. وكذلك ثمة أسباب خارجية تتعلق بالصراعات الجيوسياسية والمشاريع التوسعية والهيمنة لدول إقليمية ودولية. في ظل هذه الفوضى واستمرارية الأزمة كانت هناك تجربة الإدارة الذاتية الديمقراطية لإقليم شمال وشرق سوريا، والتي هي موضوع البحث الحالي كـ"دراسة حالة". وجدت الباحثة من الضرورة بمكان التعريف بهذه التجربة وإلقاء مزيد من الضوء عليها، من خلال سرد نبذة عن نشأتها وتوزّعها ومساحتها وهيكلتها. والأهم التعريف بالنظرية التي يتبناها القائمون عليها، وما مدى التطابق بين النظرية والتطبيق. وقد وجدت الباحثة تشابهًا وتطابقًا بين اللامركزية والإدارة الذاتية الديمقراطية إلى حدٍ كبير. بالرغم من طرح القائمين على الإدارة الذاتية اللامركزية بشكل موسع. مبتكرين صيغة خاصة بهم وفق خصائص وطبيعة المجتمع السوري. وهذا ما قاد البحث الحالي إلى نتيجة مفادها أنه ثمة ثوابت في اللامركزية، أما التفاصيل والجزئيات فلا ثبات فيها، إنما تحددها طبيعة المجتمع وخصائصه. وأن هذا النموذج يصلح لتعميمه على كامل الجغرافيا السورية. بشرط أن يتم نبذ الخلافات والبدء بحوار سوري – سوري حقيقي، وبمشاركة جميع أطياف وتكتلات المجتمع السوري دون إقصاء أو استبعاد أي طرف أو مكوّن، بما يفضي إلى صياغة دستور يضمن مشاركة وحقوق الجميع. مع ضرورة إنهاء التدخلات الإقليمية والدولية، وضمان وحدة وسيادة سوريا. واحترام الخصوصية السورية وعدم ربطها بالأزمات الأخرى. |

Syria has been suffering from a persistent crisis since 2011, when millions took to the streets to demand freedom and democracy. But the violent treatment of the former regime of Bashar al-Assad exacerbated the crisis and turned it into something resembling a civil war, which was exploited by extremist organizations and regional and international parties that intervened in Syria politically and militarily, which increased the suffering of the people and caused millions to flee, becoming refugees or displaced persons, drowning at sea, or victims of regional countries that turned them into mercenaries and terrorists. In the face of this complex scene, a glimmer of hope appeared in the form of the Democratic Autonomous Administration in the North and East of Syria, which succeeded in restoring the lost security and defeating the terrorist organization ISIS, preserving the lives of millions of Syrians and providing them with basic services. Hence, this study came to shed light on the experience of the Democratic Autonomous Administration and its successful decentralization experience. This study aimed to define the Syrian crisis, its causes, dimensions, outcomes, and reasons for its continuation over 15 years until the completion of this work, and then shed light on the experience of the Democratic Autonomous Administration of North and East Syria - a case study. <br/>This experience was born from the womb of the Syrian crisis as one of the solutions to overcome it, by adopting a decentralized system of government. The current research defined decentralization and discussed it in some detail. By shedding light on its forms and types, dimensions, importance, advantages, and disadvantages. And by making a comparison between it and centralization. It became clear through the research, and our reliance on the historical and descriptive research method; that decentralization is a model of the ruling systems that lead to achieving good governance, true citizenship, and social justice. While many reasons and complex circumstances were responsible for bringing Syria to a highly centralized system of government; this system created political, economic, and social conditions that were sufficient to spark a popular revolution that later turned into a political crisis. It was also accompanied by internal reasons related to the structure of the ruling regime, the absence of an alternative project by the opposition, and a struggle for power and influence rather than change. There are also external reasons related to geopolitical conflicts, expansionist projects, and hegemony of regional and international countries. In light of this chaos and the continuation of the crisis, there was the experience of the Democratic Autonomous Administration of North and East Syria, which is the subject of the current research as a "case study". The researcher found it necessary to define this experience and shed more light on it, by providing a brief overview of its origins, distribution, area, and structure. Most importantly, defining the theory adopted by those in charge of it, and the extent of compatibility between theory and application. The researcher found a great deal of similarity and compatibility between decentralization and democratic self-administration. Despite the fact that those in charge of the decentralized self-administration have proposed decentralization extensively. Innovating their own formula according to the characteristics and nature of Syrian society. This is what led the current research to the conclusion that there are constants in decentralization, but the details and particulars are not constant, but are determined by the nature and characteristics of society. This model is suitable for generalization across the entire Syrian geography. Provided that differences are abandoned and a real Syrian-Syrian dialogue begins, with the participation of all spectrums and blocs of Syrian society without excluding or banishing any party or component, leading to the drafting of a constitution that guarantees the participation and rights of all. With the necessity of ending regional and international interventions, ensuring the unity and sovereignty of Syria, respecting Syrian privacy and not linking it to other crises. |
