| Summary, etc. | هدفت هذه الدراسة إلى قياس أثر تقييم المخاطر التي تواجه شركات الغاز والبترول والقدرة على تخفيف المخاطر التي تقع في هذه الشركات، دراسة تأثير القدرة على التخطيط والاستعداد الجيد لمواجهة المخاطر من خلال تحليل وتقييم المخاطر مع وجود آليات لتقييم المخاطر وتقييمها وتحليلها بصورة جيدة وقياس أثر تفعيل آليات المراجعة للمعايير الدولية في إدارة مخاطر شركات الغاز والبترول مع التحديث المستمر لآليات تحليل وتقييم المخاطر.وتمثلت مشكلة الدراسة في كيفية إظهار دور تقييم المخاطر في الحد من أزمات قطاع الغاز والبترول وذلك من خلال (دراسة حالة على إحدى شركات معالجة ونقل وتوزيع ألغاز الطبيعي في مصر)، وكيفية وضع إطار يضمن التعرف على هذه المخاطر وتحليلها والحد منها والتخفيف من عواقبها، وكذلك كيفية التخطيط والاستعداد لمواجهتها، ووضع الخطوات اللازمة لتحديد الخسائر المحتملة نتيجة الحوادث المترتبة على عدم التحكم في هذه المخاطر، عليها ودور عمليات المراجعة بأنواعها في إدارة المخاطر. اعتمدت الدراسة على استخدام المنهج الوصفي والمنهج الإحصائي عن طريق عمل مسح لمجتمع الدراسة من خلال عينه مناسبة للإجابة على التساؤلات التى تطرحها الدراسة لبيان دور تقييم المخاطر في الحد من أزمات قطاع الغاز والبترول. وكان من أهم هذه النتائج: تفرض الأوضاع والتغيرات البيئية على المؤسسات ضرورة وضع خطة لإدارة المخاطر قائمة على التوقع والتنبؤ الجيد بالخطر، تُعتبر الصيانة الدورية جزءًا من الاستعداد للطوارئ، التكامل بين إدارة المخاطر وإدارة الأزمات يُساعد المنظمات على ضمان سلامة واستمرارية الأعمال من خلال تحديد المخاطر المحتملة، والاستعداد للأزمات، والاستجابة لها بشكل فعّال وخرجت الدراسة بتوصيات كان أهمها إنشاء نموذج متكامل يشمل جميع جوانب المخاطر المحتملة في قطاع الغاز والبترول، بما في ذلك المخاطر المالية، التشغيلية، والبيئية، يفضل تحسين آليات التعاون وذلك بتعزيز التعاون بين الجهات الحكومية والقطاع الخاص لتبادل المعلومات والخبرات ، يفضل تشكيل لجنة وطنية لتقييم المخاطر في قطاع البترول تتولى وضع السياسات والإجراءات الموحدة لتشجيع تبادل الخبرات والمعرفة بين الشركات العاملة في القطاع ، من الضروري العمل على التكامل مع أنظمة الإدارة الأخرى ويتم ذلك بتكامل نظام إدارة الطوارئ مع أنظمة الإدارة الأخرى، مثل نظام إدارة السلامة ونظام إدارة البيئة ونظام إدارة الجودة. |

| Summary, etc. | The aim of this study was to measure the impact of risks faced by oil and gas companies and their ability to mitigate these risks. It examined the influence of effective planning and preparedness in addressing risks through risk analysis and evaluation, along with the presence of mechanisms for risk assessment and analysis. The study also assessed the impact of activating international standards for risk management in oil and gas companies. The research problem centered on how to demonstrate the role of risk assessment in reducing crises in the oil and gas sector, specifically through a case study of a natural gas processing, transportation, and distribution company. The study employed a statistical approach by conducting a survey of the study population through a suitable sample to answer the questions posed regarding the role of risk assessment in reducing crises in the oil and gas sector, Among the key findings were the necessity for organizations to develop a risk management plan based on accurate forecasting and anticipation of hazards due to rapidly changing environmental conditions. Regular maintenance was identified as part of emergency preparedness, helping to identify and address vulnerabilities before any crisis occurs. The study concluded with several recommendations, the most important of which include: the establishment of a comprehensive model that encompasses all potential risks in the oil and gas sector, including financial, operational, and environmental risks. It is advisable to enhance cooperation mechanisms by strengthening collaboration between government entities and the private sector for information and experience exchange. Forming a national committee for risk assessment to develop standardized policies and procedures that encourage knowledge. Additionally, it is essential to integrate with other management systems by aligning the emergency management system with other management frameworks, such as safety, environmental and quality management systems. |
