يشهد العالم في الآونة الاخيرة الكثير من المتغيرات الاقتصادية والاجتماعية والبيئية والعمرانية ذات العلاقة المباشرة بالإنسان وتلعب تلك العوامل دورًا في التأثير على الصحة البيئية في المدن، ومن هنا بدأ التوجه لمفهوم المدينة الصحية والتي تعبر عن نهج شامل يستهدف تحسين صحة ورفاهية سكان المدينة من خلال تكامل العوامل البيئية والاجتماعية والاقتصادية والثقافية في تطوير المدينة. ويعتبر هذا المفهوم جزءًا من الجهود العالمية لتحسين الصحة العامة وتحقيق التنمية المستدامة، وقد تم تبنيه وتعزيزه من قبل العديد من المنظمات والمبادرات والبرامج المتعلقة بالمدن الصحية. فتعتبر المدن الصحية نموذجا للتنمية المستدامة، حيث يتم دمج الصحة في جميع جوانب الحياة الحضرية والذي يتطلب التعاون بين الجهات المعنية المختلفة، بما في ذلك الحكومات المحلية والمجتمعات المحلية والمؤسسات الصحية والبيئية والمجتمع المدني. وفي هذا الإطار تتنوع برامج المدن الصحية حسب احتياجات وتحديات كل مدينة والتي تهدف إلى تحسين صحة ورفاهية سكان المدن وتوفير بيئة معيشية صحية ومستدامة ومن اهم البرامج برنامج المدن الصحية الصادر من منظمة الصحة العالمية برنامج المدن الصحية بدول اوربا، برنامج المدن الصحية بالصين، وتعتمد تلك البرنامج على استراتيجيات شاملة تشمل جميع جوانب الحياة الاقتصادية والبيئية والاجتماعية والعمرانية، ومن هنا يظهر أهمية فكر المدن الصحية في تحقيق اهداف التنمية المستدامة في خطط وبرامج التأهيل للمدن وعلى الرغم من وجود برامج للمدن الصحية بالمملكة العربية السعودية من قبل منظمة الصحية العالمية الا انه يتم التركيز والاعتماد علي معايير الصحة البيئية فقط بالعديد من المدن التي تم اعتمادها كمدن صحية بالسعودية من منظمة الصحة العالمية وعدم مراعاة جميع الابعاد التي لها تأثير على تحقيق التنمية المستدامة مثل الابعاد العمرانية والاقتصادية والاجتماعية لتحقيق المدن الصحية المستدامة.، ومن هنا يأتي الهدف الرئيسي للبحث في تحديد آليات استدامة وتأهيل المدن بالمملكة العربية السعودية كمدن صحية مستدامة تراعي كافة الابعاد والمحاور (البعد الاجتماعي والاقتصادي والبعد البيئي والبعد العمراني والصحي) ليس فقط البعد الصحي طبقا لتقييم المدن التي تم تصنيفها كمدن صحية وفقا للمؤشرات الصحية الصادرة من منظمة الصحة العالمية . ولتحقيق الهدف الرئيسي للبحث تم تناول مفهوم واستراتيجيات المدن الصحية بالتعرف على البرامج العالمية للمدن الصحية الصادرة من العديد من المنظمات العالمية التي تهتم بفكر تطبيق استراتيجيات المدينة الصحية لتحقيق اهداف التنمية وتحليل مجموعة من التجارب لخطط المدن الصحية المستدامة بمختلف برامج المدن الصحية وتحليل تجربة المدن الصحية بالمملكة العربية السعودية في إطار ذلك لتحديد نقاط الضعف والقوة بها وبالتالي تم التوصل الى آليات استدامة وتأهيل المدن الصحية لتصبح مدن صحية مستدامة تلائم حالة مدن المملكة العربية السعودية |

The world has recently been witnessing numerous economic, social, environmental, and urban changes that directly affect humans. These factors play a significant role in influencing environmental health in cities. The concept of a healthy city represents a holistic approach aimed at improving the health and well-being of city residents by integrating environmental, social, economic, and cultural factors into urban development. This concept is part of global efforts to enhance public health and promote sustainable development, supported and advanced by various organizations, initiatives, and programs related to healthy cities. Healthy cities serve as a model for sustainable development, where health is integrated into all aspects of urban life. Achieving this requires collaboration among different stakeholders, including local governments, local communities, health and environmental institutions, and civil society. Healthy city programs vary depending on the needs and challenges of each city. These programs aim to improve the health and well-being of urban residents and provide a healthy and sustainable living environment. Notable programs include the Healthy Cities Program by the World Health Organization (WHO), the Healthy Cities Program in European countries, and the Healthy Cities Program in China. These programs offer an effective approach to enhancing community members’ quality of life and health by adopting comprehensive strategies encompassing economic, environmental, social, and urban dimensions.The importance of the healthy city concept lies in its role in achieving sustainable development goals through urban rehabilitation and planning programs. Despite the existence of healthy city programs in Saudi Arabia, endorsed by the WHO, many cities focus primarily on environmental health standards without considering other dimensions essential for achieving sustainable healthy cities, such as urban, economic, and social dimensions. Thus, the primary objective of this research is to propose a plan to rehabilitate cities in Saudi Arabia as sustainable healthy cities, taking into account all dimensions and pillars (social, economic, environmental, urban, and health) rather than focusing solely on health indicators as defined by the WHO.To achieve the research’s main objective, the study explores the concept and strategies of a healthy city, reviews global programs for healthy cities issued by international organizations promoting healthy city strategies to achieve sustainable development goals, and examines case studies of sustainable healthy city plans within various programs. This approach aims to develop a rehabilitation plan for healthy cities to transform them into sustainable healthy cities tailored to the conditions of cities in Saudi Arabia. |
