| Summary, etc. | تتناول هذه الدراسة أزمة سد النهضة باعتبارها واحدة من أكثر القضايا تعقيدًا في منطقة حوض النيل، لما تحمله من أبعاد سياسية وقانونية واقتصادية وأمنية. فبينما تسعى إثيوبيا إلى تحقيق مكاسب تنموية عبر بناء وتشغيل السد، تواجه مصر والسودان تحديات وجودية تتعلق بأمنهما المائي، ما يجعل التوصل إلى اتفاق ملزم أمرًا ضروريًا للحفاظ على الاستقرار الإقليمي. كما تهدف الدراسة إلى تحليل المفاوضات التي جرت بين الأطراف الثلاثة منذ إعلان إثيوبيا عن مشروع السد وحتى الوقت الراهن، مع التركيز على طبيعة الآليات السياسية والقانونية التي تم استخدامها لمحاولة حل الأزمة. كما تسلط الضوء على العقبات التي أعاقت التوصل إلى اتفاق نهائي، سواء كانت مرتبطة بالخلافات الفنية، أو بالتباينات في المواقف السياسية، أو بالتدخلات الدولية والإقليمية. وتعتمد الدراسة على منهج تحليلي مقارن لدراسة مختلف الجولات التفاوضية، مع تقييم الأدوات الدبلوماسية والقانونية التي تم اللجوء إليها، بما في ذلك الوساطة الدولية، واللجوء إلى المنظمات الإقليمية والدولية، فضلًا عن الاستناد إلى القوانين والاتفاقيات الدولية التي تحكم الأنهار العابرة للحدود. كما تستعرض الدراسة السيناريوهات المحتملة لمستقبل الأزمة، بدءًا من إمكانية الوصول إلى اتفاق شامل وعادل، مرورًا باستمرار حالة الجمود، ووصولًا إلى احتمالات التصعيد السياسي أو القانوني أو حتى العسكري. وتخلص الدراسة إلى أن التوصل إلى حل دائم وملزم لأزمة سد النهضة يتطلب مقاربة متكاملة تأخذ في الاعتبار مصالح جميع الأطراف، مع ضرورة تفعيل آليات الوساطة الفعالة، وتعزيز الالتزام بالقانون الدولي، وضمان عدم اتخاذ إجراءات أحادية قد تؤدي إلى تفاقم النزاع. كما تؤكد على أهمية الدور الذي يمكن أن تلعبه الأطراف الدولية الفاعلة في دعم مسار تفاوضي عادل ومستدام، بما يحقق الأمن المائي والتنمية لجميع دول حوض النيل. |

| Summary, etc. | This study addresses the Grand Ethiopian Renaissance Dam crisis as one of the most complex issues in the Nile Basin region, due to its political, legal, economic and security dimensions. While Ethiopia seeks to achieve development gains through the construction and operation of the dam, Egypt and Sudan face existential challenges related to their water security, which makes reaching a binding agreement essential to maintaining regional stability. The study aims to analyze the negotiations that took place between the three parties since Ethiopia announced the dam project until the present time, with a focus on the nature of the political and legal mechanisms that were used to try to resolve the crisis. It also sheds light on the obstacles that hindered reaching a final agreement, whether related to technical differences, differences in political positions, or international and regional interventions. The study also relies on a comparative analytical approach to study the various negotiation rounds, with an evaluation of the diplomatic and legal tools that were resorted to, including international mediation, resorting to regional and international organizations, as well as relying on international laws and agreements governing transboundary rivers. The study also reviews possible scenarios for the future of the crisis, starting with the possibility of reaching a comprehensive and fair agreement, through the continuation of the stalemate, and reaching the possibilities of political, legal, or even military escalation. The study concludes that reaching a permanent and binding solution to the Renaissance Dam crisis requires an integrated approach that takes into account the interests of all parties, with the need to activate effective mediation mechanisms, enhance commitment to international law, and ensure that unilateral measures are not taken that may lead to an exacerbation of the conflict. It also emphasizes the importance of the role that international actors can play in supporting a fair and sustainable negotiation process, which achieves water security and development for all Nile Basin countries. |
