| Summary, etc. | تهدف هذه الدراسة لتحديد الفرص ورصد الحوافز الاستثمارية المتاحة في قطاع التحول الرقمي والتحديات التي تواجه الاستغلال الأمثل لهذه الفرص وكيفية التغلب على تلك التحديات، كما تهدف الدراسة لمتابعة تطور وقياس أثر هذه الاستثمارات في التحول الرقمي على النمو الاقتصادي في السنغال منذ عام 2000، وقد افترضت الدراسة أن الاستثمار في التحول الرقمي يؤدي إلى زيادة معدل النمو الاقتصادي في السنغال خلال فترة الدراسة، وللتحقق من صحة هذا الفرض اعتمدت الدراسة على أسلوب التحليل القياسي للمتغيرات لتقدير اثر الاستثمار في التحول الرقمي على النمو الاقتصادي، كما تم تحليل البيانات المستخدمة في الدراسة من خلال الوصف الإحصائي لجميع متغيرات الدراسة، وتقدیر العلاقة بین المتغيرات المستقلة والمتغير التابع، ومن ثم تحليل معلاملات الارتباط بين المتغيرات المستقلة ومتغيرات التحكم بينها وبين بعضها من جهة، وبين المتغير التابع من جهة أخرى، ومن ثم تحدید نموذج لرصد مختلف التفاعلات الديناميكية بين متغيرات الدراسة باستخدام منهجية نموذج متجه الانحدار الذاتي""VAR ، وتحليل نتائج تقدير النموذج باستخدام طريقة المربعات الصغرى OLS. وأكدت نتيجة اختبارات الفروض على قبول الفرضية الرئيسية للدراسة بوجود أثر إيجابى للتحول الرقمى على الناتج المحلى الاجمالى فى السنغال خلال فترة الدراسة بشكل جزئى، حيث أظهرت النتائج وجود علاقة ايجابية معنوية بين كل من البنية التحتية الرقمية والابتكار والتطور الرقمي والناتج المحلي الاجمالي ، بينما أظهرت النتائج وجود علاقة غير معنوية بين الشمول الرقمي والناتج المحلي الاجمالي كما أظهرت النتائج وجود علاقة ايجابية معنوية بين متغير الاداء الاقتصادي والناتج المحلي الاجمالي بينما لا توجد علاقة معنوية بين متغير الاستقرار السياسي والناتج المحلي الاجمالي في السنغال خلال فترة الدراسة، وكان من أهم التحديات التي تواجه عملية التحول الرقمي في السنغال ارتفاع تكلفة الاتصالات، وضعف الابتكار في بيئة الأعمال مما يساهم في ضعف القدرة التنافسية، وتوصي الدراسة بتطوير ورفع كفاءة وإتاحة البنية التحتية الرقمية للجميع، وتقليص الفجوة الرقمية بين المدن الرئيسية والمناطق الريفية والنائية وتشجيع ودعم الابتكارات والتطوير الرقمي . |

| Summary, etc. | This study aims to identify opportunities and monitor both the investment incentives available in the digital transformation sector and the challenges facing optimal exploitation of these opportunities and how to overcome those challenges. The study also aims to follow the development and measure the impact of these investments in digital transformation on economic growth in Senegal since the year 2000 AD. The study assumed Investment in digital transformation leads to an increase in the rate of economic growth in Senegal during the study period. To verify the validity of this hypothesis, the study relied on the standard analysis method for variables to estimate the impact of investment in digital transformation on economic growth. The data used in the study was also analyzed through the statistical description of all study variables, estimating the relationship between the independent variables and the dependent variable, and then analyzing the correlation coefficients between the independent variables and the control variables between them and each other on the one hand, and between the dependent variable on the other hand, and then defining a model. To monitor the various dynamic interactions between study variables using the Vector Autoregressive Model (VAR) methodology, and to analyze the results of model estimation using the OLS method.<br/>The results of the hypothesis tests showed that the main hypothesis of the study was accepted, and that there was a positive impact of digital transformation on the gross domestic product in Senegal partially during the study period, as the results showed that there was a significant positive relationship between digital infrastructure, innovation, digital development, and gross domestic product, while the results showed that there was a non-significant relationship between digital inclusion and GDP. The results also showed a significant positive relationship between the economic performance variable and GDP. While there is no significant relationship between the political stability variable and the gross domestic product in Senegal during the study period, one of the most important challenges facing the digital transformation process was the high cost of communications and weak innovation, which contributes to weak competitiveness. The study recommends developing and raising the efficiency and availability of Digital infrastructure for all, reducing the digital gap between major cities and rural and remote areas, and encouraging and supporting digital innovations and development. |
