| Summary, etc. | This thesis assesses the efficiency of Official Development Assistance (ODA) <br/>in achieving development outcomes. It applies Data Envelopment Analysis <br/>(DEA) to 86 countries from 2002–2020, focusing on SDGs for health, <br/>education, and growth. The study finds that there remains significant potential <br/>for improving developmental outcomes given the current levels of ODA <br/>received by recipient countries. Efficiency is positively associated with <br/>governance quality, FDI, and current account balance. Regression results <br/>support financing gap and policy gap theories. A case study on Egypt reveals <br/>strong potential but highlights managerial inefficiencies. Targeting ODA to <br/>sector-specific goals improves impact assessment over broad economic <br/>metrics. Results-based aid frameworks and better data disaggregation are <br/>recommended. Donors and recipients share responsibility for improving aid <br/>efficiency. Future research should explore project-level and sectoral efficiency <br/>using DEA. |

| Summary, etc. | تهدف هذه الرسالة إلى تقييم كفاءة استخدام المساعدات الإنمائية الرسمفي تحقيق الأهداف التنموية. وقد تم تطبيق أسلوب تحليل مغلف البيانات (DEA) على 86 دولة خلال الفترة من 2002 إلى 2020، مع التركيز على أهداف التنمية المستدامة الخاصة بالصحة والتعليم والنمو الاقتصادي. واظهرت نتائج الدراسة عن وجود إمكانية كبيرة لتحسين النتائج التنموية بالنظر إلى مستويات المساعدات الحالية التي تتلقاها الدول المستفيدة. كما أظهرت النتائج وجود علاقة إيجابية بين كفاءة استخدام هذه الموارد وجودة الحوكمة، والاستثمار الأجنبي المباشر، وميزان الحساب الجاري. وتدعم نتائج التحليل نماذج فجوة التمويل وفجوة السياسات.<br/>تُبرز دراسة الحالة الخاصة بمصر وجود إمكانات قوية، لكنها تكشف في الوقت ذاته عن إمكانية تحسين النتائج من خلال رفع كفاءة إدارة المساعدات. وتبيّن أن توجيه الموارد نحو أهداف قطاعية محددة يُحسّن من دقة تقييم الأثر مقارنة بالاعتماد على مؤشرات اقتصادية كلية عامة. وتوصي الدراسة باعتماد أطر إدارة قائمة على النتائج في التعامل مع هذه المساعدات وغيرها من الموارد، خاصة تلك التي تمثل جزءًا كبيرًا من الدين الخارجي، إلى جانب تحسين تصنيف البيانات. كما تؤكد على أن رفع كفاءة استخدام المساعدات مسؤولية مشتركة بين الدول المانحة والدول المستفيدة. وتشير الدراسة أيضًا إلى أهمية إجراء أبحاث مستقبلية لتقييم الكفاءة على مستوى المشروعات والقطاعات باستخدام منهجية تحليل مغلف البيانات، بالإضافة إلى دراسات تفصيلية لحالات الدول التي أظهرت كفاءة أكبر في استخدام هذه الموارد مقارنة بغيرها. |
