This thesis examines the fluctuating nature of Algerian-Moroccan relations, focusing on the <br/>persistent rivalry that has shaped the political, security, and diplomatic dynamics of the Maghreb. <br/>Central to the study is the concept of the "pendulum effect," which describes the cyclical pattern of <br/>tension and rapprochement between the two nations. The research identifies key events, including <br/>including the Syrian refugee crisis, the Libyan conflict, the War on Terrorism, and the ongoing <br/>Western Sahara dispute, as pivotal sources of enduring discord. It also explores how domestic <br/>politics, regional ambitions, and differing foreign policy orientations have perpetuated competition, <br/>obstructing efforts at regional integration such as the Arab Maghreb Union. Through qualitative <br/>analysis and a review of diplomatic discourse, the thesis reveals how both countries have utilized <br/>regional conflicts and global alignments to assert influence, often at the expense of cooperation. <br/>Additionally, recent developments, such as Algeria’s support for the Polisario Front and Morocco’s <br/>normalization of relations with Israel, are analyzed to illustrate how they have exacerbated tensions, <br/>deepening rather than resolving the rivalry. The thesis argues that the Algeria-Morocco relationship <br/>exemplifies broader trends in North African geopolitics, where historical grievances, identity <br/>politics, and external alliances continuously shape the strategic calculations of both states. The <br/>study concludes that meaningful reconciliation is unlikely without structural changes in governance <br/>and a reframing of national interests beyond zero-sum competition. |

تتناول هذه الأطروحة الطبيعة المتغيرة للعلاقات الجزائرية المغربية، وتدرس التنافس المستمر الذي ميّز المشهد السياسي والأمني والدبلوماسي في المغرب العربي. ويستكشف البحث في جوهره مفهوم "التأثير التذبذبي"في العلاقات الثنائية، والذي يشير إلى دورة التوتر والتقارب المتكررة بين البلدين. وتُسلّط الدراسة الضوء على الأحداث الرئيسية التي أجّجت هذا التنافس، مثل النزاع المستمر حول الصحراء الغربية، ومشكلة الهجرة، والأزمة الليبية، والتي عمّقت كل منها العداء بين البلدين.<br/>كما تستكشف كيف ساهمت السياسة الداخلية، والطموحات الإقليمية، واختلاف السياسات الخارجية في ترسيخ التنافس، مما أعاق جهود التعاون الإقليمي، مثل اتحاد المغرب العربي. ومن خلال تحليل نوعي ونظرة فاحصة على المناقشات الدبلوماسية، تُبرز الأطروحة كيف استغلت كل من الجزائر والمغرب الصراعات الإقليمية والتحالفات العالمية استراتيجيًا لتأكيد نفوذهما، غالبًا على حساب التعاون. تتناول الرسالة كذلك كيف أعادت الأحداث الأخيرة، كتطبيع المغرب للعلاقات مع إسرائيل، إشعال التوترات، مما يشير إلى أن التنافس يزداد حدةً بدلاً من أن يهدأ.<br/>وفي نهاية المطاف، تجادل الرسالة بأن العلاقة بين الجزائر والمغرب تعكس اتجاهًا أوسع في الجغرافيا السياسية لشمال أفريقيا، حيث تُعيد المظالم التاريخية والهويات الوطنية والتحالفات الخارجية تشكيل استراتيجيات كلا البلدين باستمرار. وتقدم الخاتمة تقييمًا جادًا: يبدو أن المصالحة الحقيقية غير محتملة دون تغييرات جذرية في الحكم وتحول في المصالح الوطنية يبتعد عن نهج المحصلة الصفرية. |
