| Summary, etc. | قامت الدراسة بتحليل العلاقة بين السلطوية والسياسة الخارجية، من حيث إمكانية أن تصبح سياسة تعزيز السلطوية أحد أهداف أو مخرجات السياسة الخارجية للدولة تجاه جوارها الإقليمي، ثم قامت بتطبيق الإطارين النظري والتحليلي على سياسة فنزويلا تجاه نيكاراجوا وبيرو خلال عهد الرئيس هوجو تشافيز (1999-2013). وخلصت الدراسة إلى أن الأنظمة السلطوية تفضل أن تُحاط بأنظمة مشابهة لها، مما يخلق بيئة إقليمية أكثر استقرارًا، ومن ثم، تعمل هذه الأنظمة على دعم حلفائها في الجوار الإقليمي للوصول إلى السلطة أو الحفاظ عليها باستخدام أدوات متعددة، تعتمد فعالية سياسة تعزيز السلطوية على القدرات المادية وغير المادية للدولة الفاعلة، واستجابة النخب في الدولة المستهدفة، وردود فعل القوى الديمقراطية الغربية، كما خلصت الدراسة إلى أن النظام السياسي الفنزويلي في عهد هوجو تشافيز نظامًا سلطويًا يتمتع بالإرادة والقدرات المادية وغير المادية لنشر الأفكار والأنماط المؤسسية السلطوية في دول أمريكا اللاتينية من خلال تبني استراتيجية الهيمنة المضادة. |

| Summary, etc. | The study explores the relationship between authoritarianism and foreign policy, focusing on how authoritarian regimes may seek to promote similar systems in their regional neighbors. It applies this framework to Venezuela's policy towards Nicaragua and Peru during Hugo Chávez's presidency (1999-2013). The study finds that authoritarian regimes aim to surround themselves with similar regimes for stability, supporting their regional allies to gain or retain power. The effectiveness of this policy depends on the state's resources, the response of elites in the target country, and Western democratic reactions. It concludes that Chávez's Venezuela was an authoritarian regime with the capability to spread authoritarian ideas in Latin America through a counter-hegemony strategy. |
